Job Overview
Linxon, a leading engineering company, is seeking a highly skilled Tendering Manager to lead our technical solution, proposal engineering, and conceptual design efforts. In this role, you will be responsible for developing high-quality, detailed, and comprehensive technical offers for our Utility, Industry, and Transport segment clients, with a focus on High-Voltage AC Substations, Energy Storage, Data centers, and Renewables. Your primary objective will be to provide innovative, cost-effective solutions that meet our clients' needs while ensuring strict adherence to project contracts.
Responsibilities
- Manage and lead all engineering activities, both in-house and outsourced, during the proposal, design, and construction stages of substation projects.
- Support proposal efforts by introducing and promoting innovation, cost-saving ideas, and value-added solutions to the overall system design concept.
- Provide expertise and support to the proposal and project teams in validating sub-contractor bids and negotiating sub-contracts for electrical substation and switchyard projects.
- Review customer Request for Proposals Quotations (RFPs / RFQs) and identify potential or probable risks during construction and installation.
- Develop mitigation strategies for identified risks and work with the proposal team to ensure that the sub-contractor scope of work is clearly defined, contract Terms & Conditions include appropriate flow downs, and risks are properly allocated.
- Analyze sub-contractor bid responses for inconsistencies, oversights, and mistakes, and lead sub-contractor bid reviews to resolve bid response inconsistencies, oversights, and mistakes.
- Provide cost recommendations to the proposal team based on the bid review analysis and develop the Design Criteria and the Document Deliverables list for the project.
- Lead the development of single-line diagrams, layout drawings, raceway systems, grounding systems, station service, and BOMs for substation design packages, ensuring compliance with the National Electrical Safety Code.
- Perform technical, cost savings, and constructability reviews of design packages from internal engineering, outsourced sub-contractor engineering, and equipment factories.
- Collaborate with supply chain management to coordinate subcontractor and supplier offers, supporting SCM in negotiations with vendors to get the best technical and commercial offers.
Qualifications
- Bachelor's degree in electrical engineering or equivalent with minimum 8-10 years' experience and preferably around 3-5 years' experience in the transmission sector.
- Experience of working with utility, industry, and transport customers as well as international EPC's.
- Good knowledge of AIS/GIS HV/MV equipment.
- Knowledge of local industry standards and practices in markets.
- Previous experiences of working with public and private Utilities.
- Proactive and self-motivated with the ability to work with cross-functional and cross-border teams as well as to cope with a flexible-load environment.
- Fluent in English with good communication skills.
