Job Overview

Linxon, a leading engineering company, is seeking a highly skilled Tendering Manager to lead our technical solution, proposal engineering, and conceptual design efforts. In this role, you will be responsible for developing high-quality, detailed, and comprehensive technical offers for our Utility, Industry, and Transport segment clients, with a focus on High-Voltage AC Substations, Energy Storage, Data centers, and Renewables. Your primary objective will be to provide innovative, cost-effective solutions that meet our clients' needs while ensuring strict adherence to project contracts.

Responsibilities
  1. Manage and lead all engineering activities, both in-house and outsourced, during the proposal, design, and construction stages of substation projects.
  2. Support proposal efforts by introducing and promoting innovation, cost-saving ideas, and value-added solutions to the overall system design concept.
  3. Provide expertise and support to the proposal and project teams in validating sub-contractor bids and negotiating sub-contracts for electrical substation and switchyard projects.
  4. Review customer Request for Proposals Quotations (RFPs / RFQs) and identify potential or probable risks during construction and installation.
  5. Develop mitigation strategies for identified risks and work with the proposal team to ensure that the sub-contractor scope of work is clearly defined, contract Terms & Conditions include appropriate flow downs, and risks are properly allocated.
  6. Analyze sub-contractor bid responses for inconsistencies, oversights, and mistakes, and lead sub-contractor bid reviews to resolve bid response inconsistencies, oversights, and mistakes.
  7. Provide cost recommendations to the proposal team based on the bid review analysis and develop the Design Criteria and the Document Deliverables list for the project.
  8. Lead the development of single-line diagrams, layout drawings, raceway systems, grounding systems, station service, and BOMs for substation design packages, ensuring compliance with the National Electrical Safety Code.
  9. Perform technical, cost savings, and constructability reviews of design packages from internal engineering, outsourced sub-contractor engineering, and equipment factories.
  10. Collaborate with supply chain management to coordinate subcontractor and supplier offers, supporting SCM in negotiations with vendors to get the best technical and commercial offers.

Qualifications
  1. Bachelor's degree in electrical engineering or equivalent with minimum 8-10 years' experience and preferably around 3-5 years' experience in the transmission sector.
  2. Experience of working with utility, industry, and transport customers as well as international EPC's.
  3. Good knowledge of AIS/GIS HV/MV equipment.
  4. Knowledge of local industry standards and practices in markets.
  5. Previous experiences of working with public and private Utilities.
  6. Proactive and self-motivated with the ability to work with cross-functional and cross-border teams as well as to cope with a flexible-load environment.
  7. Fluent in English with good communication skills.
