General Overview:


The City Administrator is responsible for ensuring the implementation of the policy directives established by the City Council, while overseeing the efficient and cost-effective delivery of public services within the municipality.


Key Responsibilities:

These include but are not limited to: preparing a proposed budget for the Council; recruiting, hiring, and managing staff for the City of Dillingham; enforcing local ordinances; overseeing procurement and contracting processes; managing fiscal operations; and providing the City Council with comprehensive and objective information to aid in their decision-making.

Core Job Functions:

  • Appoint municipal employees and administrative officials.
  • Hire, suspend, or terminate employees in accordance with personnel policies.
  • Oversee the enforcement of municipal laws.
  • Prepare and present the annual budget and capital improvement plan to the council.
  • Implement the budget and capital budget as approved.
  • Provide monthly financial updates to the council regarding municipal finances and operations.
  • Report to the council at the conclusion of each fiscal year on financial and administrative activities.
  • Compile and distribute an annual report on municipal affairs for public access.
  • Act as the city personnel officer unless otherwise designated by the council.
  • Manage the care and custody of all municipal assets.
  • Direct and oversee the construction, maintenance, and operation of municipal public works, excluding educational institutions.
  • Make recommendations to the council as necessary.
  • Assign additional responsibilities to offices, departments, or agencies as deemed appropriate, subject to council approval.
  • Administer and manage municipal utilities and services through appointed officers and employees.
  • Execute other powers and responsibilities as defined by relevant state statutes or municipal law.
  • Attend and participate in city council meetings as required.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of municipal administration, including applicable laws, codes, and regulations.
  • Expertise in municipal finance, personnel management, urban planning, public safety, and public works administration.
  • Familiarity with organizational behavior and the principles of effective city management.
  • Proficiency in modern office practices, methods, and technology.
  • Ability to lead and inspire staff to implement policies established by the City Council.
  • Knowledge of contracts, procurement processes, bidding, and project management.
  • Capability to mediate between diverse community interest groups.
  • Strong communication skills, both verbal and written.
  • Aptitude for garnering community support and consensus for financial and programmatic policies adopted by the City Council.
  • Skill in analyzing and evaluating complex data to formulate policy and program recommendations.
  • Ability to establish and maintain effective working relationships with elected officials, interest group representatives, employees, and the public.

Education and Experience:

  • Bachelor's degree in public administration is required; a Master's degree is preferred.
  • A minimum of five years of experience in a role such as Assistant City Manager or in a comparable administrative position.
