Job Summary

We are seeking a highly skilled and experienced Wastewater Treatment Plant Operator to lead our team in the operation of the wastewater treatment plant. The successful candidate will be responsible for the overall operation of the plant, including laboratory-testing functions, process control, record keeping, and permit reporting.

Key Responsibilities
  1. Assist the Director of Wastewater Treatment Plant with budget planning, projects, and process control changes.
  2. Manage the union schedule and ensure adequate staffing in the WWTP.
  3. Assign work to and direct wastewater personnel in the proper operation and maintenance of wastewater treatment plant-related work projects.
  4. Instruct and train personnel in wastewater testing practices and procedures.
  5. Maintain records of work performed and prepare written and oral reports.
  6. Monitor daily operations and progress via lab data, visual inspections, operator logs, and maintenance duties.
  7. Utilize and wear proper protective safety gear and equipment.
  8. Determine, schedule, and perform chemical and bacteriological tests in accordance with accepted procedures.
  9. Makes adjustments in process control for optimal operation of the treatment plant.
  10. Responsible for accurate and timely filing of reports, permits, renewals, audits, evaluations, and communications to regulatory agencies.
  11. Maintain a safe lab and ensure other personnel are aware of potential hazards.
  12. Maintain and calibrate laboratory materials and equipment; maintain an adequate inventory of laboratory supplies.
  13. Perform non-routine and special chemical and bacteriological tests and analyses.
  14. Develop and refine laboratory methods and procedures.
  15. Maintain laboratory and equipment in a clean and orderly condition.
  16. Operate various tools in performing duties, including scales, vacuum pumps, ovens, filters, incubator, and calculator.
  17. Operate city-owned vehicle.
  18. Operate personal computer by inputting and analyzing data.
  19. Assist other Wastewater personnel and perform duties in departments as assigned.
Requirements

The ideal candidate will have a Bachelor's degree in Chemistry, Biology, or a related field, and an Illinois EPA Class 1 Wastewater Operator's License. One year of supervisory experience is also required. A valid Illinois Driver's License is necessary. The City of East Moline promotes a drug/alcohol-free work environment through mandatory pre-employment drug testing.

Working Conditions

The position is subject to emergency call-out and requires working in inclement weather conditions. The job requires standing, walking, sitting, twisting, climbing, bending, stooping, talking, hearing, using hands to finger, lifting up to and over thirty (30) pounds, and performing other similar actions during the workday. A keen sense of smell and normal color perception are also required.
