Position Summary
Command Holdings is in search of a Biometric Identity Intelligence Subject Matter Expert to enhance the capabilities of the Intelligence Identity Division (I2D).
Key Responsibilities:
- Facilitate and engage in strategic initiatives across Special Operations Forces, Military Services, Combatant Commands, and allied nations to promote a collaborative approach to Identity Intelligence programs.
- Maintain effective communication with the Defense Forensics and Biometrics Agency, National Ground Intelligence Center, and other identity stakeholders.
- Conduct comprehensive stakeholder assessments to identify potential allies, challenges, and opportunities for Identity Intelligence within the Department of Defense.
- Create a focused stakeholder engagement strategy to connect with key decision-makers in support of Identity Intelligence communications and outreach efforts. Refine the strategy based on stakeholder feedback.
- Develop case studies that demonstrate the significance and potential of Department of Defense Identity Intelligence in supporting national security, intelligence operations, and security sector reform initiatives.
- Collaborate with experts to devise technical and programmatic solutions addressing Identity Intelligence and Biometric policy challenges.
- Provide expert guidance and support to Department of Defense leadership regarding Identity Intelligence.
- Assist in the formulation of Identity Intelligence policy within the Department of Defense.
- Support the operationalization of Identity Intelligence through formal agreements and memorandums within the Department of Defense.
- Engage with Identity Intelligence stakeholders across the Department of Defense and U.S. Government.
- Review and assist in drafting Identity Intelligence directives, regulations, and policies within the Department of Defense and, where feasible, the Intelligence Community.
- Contribute to the development of Identity Intelligence concepts across the community and leverage existing initiatives.
- Produce comprehensive documents including White Papers, Action Memos, and strategic plans that align with national defense strategies and promote Identity Intelligence capabilities.
- Participate in working groups and subcommittees within the Department of Defense, Intelligence Community, and U.S. Government.
Work Environment:
- Typical office setting with moderate noise levels; may include occasional exposure to loud environments.
- Ability to remain seated at a computer for extended periods.
- Capability to work in confined spaces.
Physical Requirements:
- While performing job duties, the employee must be able to sit, stand, communicate, and hear.
- Frequent use of hands and fingers to operate a computer is required.
Travel Requirements:
- Minimal travel expected (0-10%).

Qualifications:
Basic Qualifications:
- Bachelor's degree with 4-6 years of experience in intelligence analysis, or equivalent specialized training and experience.
- Active TS security clearance with the ability to obtain SCI clearance.
- Strong understanding of Department of Defense Identity Intelligence.
- Proficient in professional writing, particularly in policy development.
- Expertise in Microsoft Office Suite.
- Exceptional communication and client engagement skills.
- Professional proficiency in English is required.
- Must be authorized to work in the United States on a full-time basis.
Preferred Qualifications:
- Master's degree.
- Active TS/SCI security clearance.
- Experience with international organizations such as NATO.
- Background in combatant command or joint-level operations.
- Experience in U.S. Government policy development.
- Familiarity with international agreements in accordance with DoDI.
- Experience as an action or staff officer.
