Key Responsibilities

- Support various compliance initiatives related to the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), and other pertinent regulations and policies.
- Lead and collaborate in the formulation of management strategies and agreements with state and federal agencies.
- Engage with a diverse group of professionals, technicians, and skilled laborers to execute a broad spectrum of outdoor recreation or natural resource initiatives; oversee a team of seasonal workers.
- Participate in teams focused on the management of recreation, fish, and wildlife resources.
- Generate technical documentation and offer expert guidance to multidisciplinary governmental or contracting personnel involved in the preparation of such documents and/or permits.

Employment Conditions

Qualifications

To qualify for the Environmental Resource Analyst position, candidates must satisfy both the Basic Education Requirement and Additional Requirements. The resume must clearly articulate relevant experience, and a copy of unofficial transcripts must accompany the application.

Basic Education Requirement:
A. Degree: A four-year degree from an accredited institution in biological sciences, agriculture, natural resource management, chemistry, or related fields.
OR
B. Combination of education and experience:
Courses equivalent to a major, as indicated above, plus relevant experience or additional education.

ADDITIONAL REQUIREMENT: Candidates must also meet the following qualifications:
GS-11:
Specialized Experience: One year of specialized experience comparable to the GS-9 level in federal service or its non-federal equivalent, including experience in environmental compliance activities related to NEPA, ESA, CWA, Fish and Wildlife Coordination Act, or related natural resource laws/policies, and collaboration with a multidisciplinary team.
OR
Education:
Three years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a relevant field.
OR
A combination of graduate education and specialized experience as described above.

Experience includes both paid and unpaid work, including volunteer activities through National Service programs and other organizations. All qualifying experience, including volunteer work, will be credited.

Education

This announcement allows for substituting education for experience at the GS-11 level. Candidates must submit a copy of college transcripts (unofficial copies are acceptable) to support claimed education if substituting education for experience. Transcripts must include the institution's name and the date the degree was awarded. A typed list of courses, grades, or GPA will not be accepted. Failure to submit may result in being rated as not qualified for the position.

This position has a mandatory educational requirement. Candidates must provide a copy of college transcripts to support claimed education if substituting education for experience. Non-submission will result in being rated as not qualified for the position.

Official college transcripts will be required to verify educational qualifications if selected. Official transcripts must be sent directly from the institution's Registrar's office. Academic transcripts certified by notaries are not considered official. Failure to submit official transcripts may lead to dismissal or rescission of the job offer.

Accreditation: Only education from accredited institutions recognized by the Department of Education is acceptable to meet educational requirements or to substitute for experience, if applicable.
