Key Responsibilities- Oversee all activities necessary to advance projects through certification and financing, including interpreting applicable regulations, coordinating with regulatory and funding sources, and making recommendations for project strategies and implementation.
- Manage construction phase oversight, post-project evaluation, and close-out reporting.
- Provide specialized expertise and guidance to project analysts.
- Conduct technical, environmental, and social analysis of proposed infrastructure projects, including review of technical studies and due diligence reports.
- Define and articulate project scopes of work, oversee procurement processes, and manage contract deliverables and payment approvals throughout the project cycle.
- Coordinate external due diligence efforts with corresponding departments, sponsors, consultants, and local/state/federal agencies.
- Assess social impact and public reaction, identify issues, analyze alternatives, and develop actionable recommendations.
- Prepare detailed analyses and findings for project certification documents and presentations to department and internal committees.
- Act as a liaison with project sponsors/stakeholders, federal and state funding and regulatory agencies, external consultants, and internal departments to address and resolve due diligence findings and requirements.
- Manage all phases of grant-funded project implementation, including procurement of supervision, acquisition, and/or construction activities.
- Ensure strict compliance with grant compliance and manage program reporting.
- Supervise close-out evaluation and ensure all aspects of the project align with grant specifications.
- Professional Engineer License, Project Management, or highly recognized technical specialty or certification.
- Advance degree required or substituted with specialized technical or unique portfolio of expertise.
- Bachelor's degree from an accredited college or university in a field of engineering, construction management, environmental science, or related field.
- Minimum of 5 years' experience in the field of environmental infrastructure development (water, wastewater, solid waste, air quality, and/or energy).
- Proven understanding of engineering and environmental topics.
- Experience in planning, design, construction management, and/or the operations of utilities or other environmental infrastructure.
- Advanced knowledge of environmental laws in Mexico and the US, including the National Environmental Protection Act (NEPA) process.
- Ability to plan, organize, prioritize, and carry through multiple tasks to perform job functions in an orderly and efficient manner.
- Experience evaluating due diligence reports to identify potential risks.
- Initiative and goal/project oriented.
- Good oral and written communication skills to effectively convey complex concepts.
- Must be a critical thinker and be results oriented.
- Excellent interpersonal skills and a team player.
- Strong analytical thinking with an ability to exercise good judgment to solve difficult problems and propose effective solutions.
- Bilingual in Spanish and English is preferred.
- Proficient in PowerPoint, Word, and Excel.
