Civil Rights Manager Job Description

Job Summary: We are seeking a highly skilled Civil Rights Manager to join our team at the Virginia Department of Transportation. The successful candidate will be responsible for administering, planning, and implementing the Civil Rights program in the Lynchburg District.

Key Responsibilities:

  • Manage the District DBE Program, ensuring compliance with federal and state regulations.
  • Investigate discrimination, retaliation, and harassment complaints, and make recommendations to appropriate levels within VDOT and the Office of the Attorney General.
  • Develop and administer the District Title VI program to minimize adverse impact on protected classes.
  • Manage the Labor Compliance Program for Construction Projects.
  • Partner with local government entities to administer federal civil rights requirements on locally managed projects.
  • Strengthen our workforce through improved employee relations and external partnering activities.

Requirements:

  • Ability to apply federal and state Civil Rights and labor laws, rules, regulations, policies, and procedures.
  • Ability to perform work of considerable difficulty and exercise independent judgment interpreting Civil Rights and Affirmative Action guidelines.
  • Ability to create, implement, and present EEO and DBE training materials to internal and external customers.
  • Ability to maintain confidentiality on all sensitive matters, complaints, and investigations.
  • Skill in using computers and software applications.

Preferred Qualifications:

  • Experience with equal opportunity programs and working in a transportation environment.
  • A combination of training, experience, or education in business, public administration, human resources, or a related field.
  • Experience with contract interpretation, supervisory, and administrative experience.
