Position Overview
Under the general oversight of the Divisional HR Director, the HRIS Specialist/HR Generalist plays a crucial role in supporting the administration of HRIS and associated systems to achieve both short-term and long-term HR objectives. This role involves maintaining standard reporting metrics, providing quantitative analysis of relevant data, and exploring various alternatives and solutions. The incumbent will act as a liaison for HRIS-related matters, including implementation, training, troubleshooting, and auditing within the Division, and will deliver training to ARC users on the HRIS platform.
In addition, this position supports the Human Resource Department as a technical point of contact for assigned functional areas, which include daily recruitment and compensation management, as well as performance evaluation processes. Responsibilities include recruiting, assessing, and recommending candidates for open roles, serving as a backup for I-9 and background check processes, and facilitating the annual performance management cycle and pay increase procedures. The role also involves preparing data and reports for the annual EEO-1 reporting process and assisting with benefits administration to ensure accurate leave balances are maintained.
Key Responsibilities

HRIS Administration & Training (30%)
Act as the primary contact for HRIS inquiries and training needs across the ARC Command and all ARC locations. Gain proficiency in all aspects of the HRIS, including Recruitment and Benefits Modules, and serve as a liaison to the Territorial Headquarters HCM team.
Provide Tier 1 HRIS support and troubleshooting for local units, thoroughly investigating and resolving employee record issues reported by field staff, and coordinating additional support with the Territorial Headquarters HCM Team when necessary.
Plan, develop, and conduct HRIS presentations for the Command and Centers, creating printed materials and audiovisual aids. Ensure timely communication of information regarding system changes or updates to all users.
Data Management & Reporting (20%)
Monitor and audit data to ensure the accuracy of all human resources processes and reports.
Regularly prepare and maintain lists of new hires and rehires, ensuring timely and accurate entry of seniority dates and entitlement adjustments.
Generate reports to track employee data and make necessary corrections, such as pay class and holiday group assignments.
Review and correct employees' vacation accruals, sick leave, personal days, bereavement, and floating holidays in the HRIS system, troubleshooting any issues that arise.
Serve as a backup for the benefits reconciliation process and generate various reports for the Human Resources Department and Command Administration using the HRIS.
Recruitment & Compensation (30%)
Review job descriptions submitted by Centers for compliance with established guidelines, ensuring all legal requirements are met prior to posting.
Evaluate job requisitions from Centers and make necessary adjustments before approving postings.
Assist in drafting, revising, and reviewing job descriptions, ensuring appropriate job titles and maintaining standardization. Collaborate with the Territorial Compensation team to determine Pay Grades for new or revised positions and set up new roles in the HRIS.
Screen resumes, conduct interviews, document candidate responses, administer assessments, perform reference checks, and make hiring recommendations. Act as the recruitment expert within the ARC Command.
Track applicants and develop correspondence to notify them of their status in the recruitment process. Communicate the status of various positions to Centers and Command personnel, including candidates who meet minimum qualifications.
Monitor and recommend new hire salaries and pay increases in line with established practices, serving as a liaison with Centers for recruitment and compensation activities.
Performance Management & Training (20%)
Plan and facilitate the Annual Performance and 90-Day management processes, communicating the schedule and instructions to Centers.
Upload performance appraisals to the performance management system and monitor their status, following up with staff until completion.
Develop training sessions and resources to address performance management training needs, serving as a liaison with Centers for related activities and troubleshooting issues.
Annual Projects:
Coordinate communication for the EEO-1 Report and support Centers in generating HRIS data needed for completion. Review and monitor EEO-1 data reports from all Centers before submission.
Plan and coordinate the annual pay increase process for all locations, preparing HRIS data to ensure smooth execution of performance and pay increase reviews. Track turnover and position changes during the review period to accurately assess employee eligibility for pay increases.
Additional Responsibilities:
Create spreadsheets and charts for various issues, including compensation.
Serve as backup for processing I-9s for new employees, ensuring compliance with required timelines. Communicate with Centers regarding I-9 issues and provide timely feedback.
Assist with background checks, ensuring all required fields are completed and processing appeals as necessary.
Coordinate training for ARC Centers staff on the HSI training program, troubleshooting technical issues as they arise.
Send communications regarding employee Random Drug Testing requirements and monitor compliance until completion.
Maintain confidentiality of all personnel and payroll records, as well as related correspondence and discussions within the Human Resources Department.
Foster a positive work environment by communicating professionally and establishing strong working relationships with vendors, donors, customers, beneficiaries, co-workers, and management.
Provide guidance to Center Administrators, managers, supervisors, and employees on a wide range of human resources issues.
Complete special projects as needed and perform other related duties as assigned by management.
Qualifications
Knowledge of principles and practices in business administration and human resources management, including recruitment, compensation, and benefits administration. Familiarity with Ceridian Dayforce HCM or similar HRIS systems, as well as general human resource management practices. Proficiency in Excel and Word, including V-Look Up and Pivot Tables. Strong attention to detail, critical thinking, and problem-solving skills are essential. Ability to learn and master specific software utilized by the department, maintain organized filing systems, and ensure confidentiality of personnel-related information.
Education and Experience
A Bachelor's degree from an accredited institution in Business Administration, Human Resources, Human Resources Information Systems, or a related field, along with five (5) years of relevant experience administering an HRIS system and performing various human resource functions, or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities.

Physical Requirements and Working Conditions
Ability to meet attendance requirements, read, write, and communicate effectively in English, perform basic mathematical calculations, and maintain focus despite interruptions. Duties are primarily performed in a seated position, with limited physical effort required. Work is typically conducted in a standard office environment with potential discomforts associated with changes in weather or environmental factors.
