Job Summary
The Payroll Officer is responsible for executing a range of administrative and clerical tasks related to the preparation and management of payroll for the Cherokee Indian Hospital Authority. This role ensures that the bi-weekly payroll process is conducted with precision and adheres to established guidelines and timelines, guaranteeing that employees receive their compensation punctually and that all necessary reports are submitted on time.
Key Responsibilities
- Possess a strong understanding of tax regulations, including but not limited to: completion of Forms 941 for payroll taxes, 940 for federal unemployment, 945 for withholding on Form 1099, W-2, W-3, and various state reports.
- Maintain familiarity with policies, procedures, and deadlines for compliance with federal, state, and local regulations.
- Review payroll listings for accuracy, ensuring all additions and changes are complete and properly approved.
- Ensure timely processing of payroll checks for all employees, including adjustments for new hires, terminations, and transfers, while verifying the accuracy of payroll records.
- Stay informed about tax withholding and FICA tax deposit deadlines to avoid penalties.
- Manage the completion of Form W-2 and the transmission of magnetic media to the IRS, including various deductions and contributions.
- Input payroll data into the Financial Management database accurately.
- Examine biweekly time cards and pre-check reports for correctness.
- Execute check processing and biweekly reporting in accordance with established procedures.
- Prepare and submit all required payroll reports and tax deduction requests to accounts payable.
- Ensure timely deposits for state, federal, or other garnishments.
- Compile and file all quarterly federal tax returns as mandated.
- Process manual and void checks as necessary.
- Maintain all required files, records, reports, and logs.
- Adhere to established safety protocols and organizational policies.
- Communicate regularly with HR to verify the accuracy of salaries, wages, and benefit deductions.
- Work independently under the general supervision of the Controller, following established accounting guidelines.
- Exercise sound judgment in navigating various guidelines applicable to the organization.
- Handle precise data and figures, with a focus on accuracy to minimize errors.
- Engage frequently with internal departments and external agencies to exchange necessary information.
- Maintain confidentiality regarding sensitive payroll information.
- Demonstrate exceptional customer service skills in all interactions.
Qualifications
- A Bachelor’s degree in Accounting or a related field, or a minimum of 10 years of payroll experience in a mid-sized organization.
- At least ten years of experience in an accounting or finance role, specifically in payroll for an organization with a workforce of no less than 150 employees.
- Proficiency in accounting principles and practices is preferred.
- Intermediate to advanced skills in spreadsheet and database software are required.
- Ability to communicate effectively both verbally and in writing.
- Possession of a valid driver's license is necessary.
Work Environment
This position is primarily based in a hospital environment, requiring interaction across various departments. Immunizations and vaccinations are mandatory for all employees.
