PREFERENCES
- Experience in determining environmental and cultural resource permitting requirements for the development and upkeep of linear utility projects and formulating a permitting strategy.
- Experience in the placement of linear utility facilities to minimize effects on natural and cultural resources.
- Experience in identifying, communicating, and validating environmental compliance requirements with facility managers, project managers, engineers, construction teams, and regulatory bodies.
- Experience utilizing GIS tools and software for field data collection, data model population, map product generation, data analysis, and geoprocessing for project planning.
- Knowledge of the Clean Water Act, Endangered Species Act, Migratory Bird Treaty Act, Archaeological Resources Protection Act, National Historic Preservation Act, Army Corps of Engineers Nationwide Permits, and other relevant regulations and programs.
- Familiarity with New Mexico and Texas-specific state environmental compliance regulations.
- A background in one of the following fields: Biology/Ecology, Archaeology, Environmental Science, Engineering, or a related discipline.

Personnel in this job title may be covered by NERC CIP cyber security standards. If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
SUMMARY:
Under direct supervision, coordinates assigned projects and tasks; gathers baseline environmental data, and provides data and support to senior scientists; collaborates within the department and other limited areas of the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Collects baseline environmental data and engages in sampling/field collection activities and programs
Conducts research on specific tasks or inquiries
Supports multiple Scientists II and Senior Scientists as a project team member and resource specialist
Offers alternatives or solutions for consideration on environmental challenges
Manages several projects concurrently
Interprets laboratory/field analytical results and compares them to regulatory standards
Assists with spills and wildlife emergencies
COMPETENCIES:
Ability to work independently on assigned projects
Excellent listening and observation skills
Effective time management abilities
Capability to present and clarify technical data
Working knowledge of environmental laws and regulations
Understanding of corporate policies, environmental management systems, and regulations and their implications on work
Ability to comprehend basic engineering requirements of projects/operations
Familiarity with GPS, mapping, and sampling/field collection protocols
QUALIFICATIONS
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from a four-year college or university with two years of related experience, or an equivalent combination of education and/or experience related to the discipline.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a current, legally valid driver’s license and meet the company’s driving record requirements.
COMMUNICATION SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively before groups of customers or employees of the organization
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of basic algebra and geometry
COMPUTER SKILLS:
Working knowledge of database, spreadsheet, word processing, and presentation software
Understanding of GIS software
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve practical problems and manage a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand and/or walk up to 2/3 of the time and sit up to 1/3 of the time. Manual dexterity required and the ability to talk, see and hear. The employee must occasionally lift and/or move up to 10 pounds. Occasional bending, kneeling, reaching, twisting, and climbing. Some travel required. Exposed to outside weather conditions during fieldwork and in power plant environments. Exposure to wildlife.
