Role Summary:
In this capacity, you will manage the design and functionality of information systems that facilitate the execution of local agency interventions, fidelity assessments, and statewide program evaluation initiatives.

Key Responsibilities:
Provide expert guidance to departmental programs, fellow researchers, and policy analysts on intricate matters related to program evaluation, employing state-of-the-art and evidence-based methodologies to identify, implement, and assess Maternal, Child, and Adolescent Health (MCAH) programs and strategies.

The MCAH Division collaborates with various state, federal, and local entities across both public and private sectors, maintaining a network of partnerships, contracts, and agreements.

We are in search of a candidate with a proven track record in developing and executing statewide data systems and managing information technology contracts.

Essential Duties:

  • Lead and manage scientific personnel with expertise in social/behavioral sciences and epidemiology to design and execute program evaluation studies and ongoing monitoring.
  • Allocate resources effectively to ensure timely delivery of projects. Conceptualize, plan, and oversee the development and execution of evaluation studies utilizing various methodologies, including environmental scans and complex statistical analyses.
  • Collaborate with state and local partners to establish and communicate program performance metrics, organizing them within a Results-Based Accountability framework as necessary.
  • Champion the dissemination of programmatic data through data visualization tools (e.g., PowerBI, Tableau).
  • Ensure that research and evaluation projects comply with the regulations set forth by the State Committee for the Protection of Human Subjects.
  • Oversee the creation and upkeep of statewide management information systems to aid local agency program management and evaluation efforts.
  • Manage Information Technology contracts to secure necessary data system software and services.
  • Coordinate with the Information Technology Services Division to ensure compliance with state information technology standards and privacy policies.
  • Lead the development of data collection protocols, forms, and reports.
  • Direct the maintenance and organization of statewide program data files for analysis, providing technical assistance to local agencies.
  • Work with MCAH Division staff and stakeholders to propose and evaluate new prevention policies and programs based on research findings.
  • Offer expert consultation on complex program evaluation issues, utilizing evidence-based approaches.
  • Develop recommendations for research, evaluation, and policy needs within the MCAH Division.
  • Analyze social and behavioral trends to support resource allocation for interventions in high-need areas.
  • Engage with external stakeholders and lead internal planning teams.
  • Prepare data and narratives for mandated reporting requirements and funding applications.
  • Supervise the preparation of scientific reports and publications to communicate evaluation findings and their implications.
  • Act as a liaison with local, state, and federal agencies on research and health promotion initiatives.
  • Conduct presentations at scientific conferences and prepare articles for publication.
  • Oversee the recruitment, training, and evaluation of scientific and support staff.
  • Ensure adherence to departmental policies through the development of procedures.
  • Maintain professional development through ongoing education and participation in relevant conferences.
  • Perform additional job-related duties as required.
