WHO WE ARE

The Metropolitan Council serves as the regional government for the seven-county Twin Cities metropolitan area, planning for the future and providing essential services in transportation, wastewater management, and housing.

Our Risk Management department is dedicated to identifying and assessing the Council's potential losses through effective risk control and financing strategies. We develop and implement comprehensive risk management programs to safeguard the agency from adverse impacts.

Role Overview:

The Director - Risk Management is responsible for creating, executing, and overseeing a comprehensive risk management framework that aligns with the Council's strategic objectives while minimizing risk exposure.

Key Responsibilities:
  • Formulate strategies, processes, and controls for the operational risk management program.
  • Collaborate with stakeholders to design and implement a proactive loss reduction plan, focusing on Workers' Compensation and Auto Liability.
  • Negotiate contracts to incorporate risk transfer provisions that align with the Council's risk appetite.
  • Work with Executive Management to establish clear and measurable risk retention parameters.
  • Monitor and evaluate the effectiveness of risk management initiatives using Key Performance Indicators across the Council.
  • Set departmental objectives for claims and risk management, guiding supervisors and managers.
  • Lead the Risk department in claims handling procedures that support Council goals.
  • Provide training to stakeholders to enhance awareness of risk management practices.
  • Engage in all aspects of the Council's property program, collaborating with underwriters.
  • Participate in the marketing and negotiation of the Council's Rail Liability policies, leveraging expertise in rail operations and claims.
  • Work alongside the Council's insurance broker to manage the placement of various insurance policies, ensuring compliance and balancing coverage with costs.
  • Contribute to the management of the Council's captive insurance program.
Qualifications:

Applicants should possess a combination of education and experience in risk management, business, finance, or a related field, including:
  • A Bachelor's degree with nine years of experience, including five years in a supervisory or management role.
  • A Master's degree with seven years of experience, including five years in a supervisory or management role.
Preferred Skills:
  • Experience in a self-insured and self-administered environment.
  • Familiarity with risk transfer language in construction contracts.
  • Relevant industry certifications (e.g., ARM, CRM).
  • Experience in promoting a diverse and inclusive workplace culture.
Knowledge and Skills:
  • Understanding of risk management principles.
  • Familiarity with insurance policy coverages and statutory provisions.
  • Knowledge of claims statutes and practices.
  • Proficiency in Microsoft Office, especially Excel.
  • Experience with Risk Management Information Systems (RMIS).
  • Strong interpersonal and leadership skills.
