Position Overview

This role is situated within the Bureau of the Fiscal Service, specifically in the Program Support Division. As a Financial Performance Auditor, your primary responsibility will be to analyze and provide insights on the accounting programs, financial systems, business processes, and shared services managed by the organization.

Key Responsibilities

As a Financial Performance Auditor, you will:

- Lead initiatives on intricate, specialized Fiscal Accounting programs and high-profile project evaluations as part of the internal control and financial management programs, including assessments under the Federal Managers' Financial Integrity Act (FMFIA) sections 2 and 4, Federal Financial Management Improvement Act (FFMIA), OMB Circulars A-123 and A-127, along with other applicable laws and regulations. These evaluations are conducted following Government Accountability Office (GAO) auditing standards.

- Offer expert guidance to fellow auditors in planning, preparing, and executing fieldwork programs for A-123 through interviews, sampling methods, observations, flowcharts, confirmations, and other techniques.

- Act as a technical authority and advisor to management, staff, and stakeholders on complex audit issues or projects that necessitate escalation; such matters may require innovative approaches to resolve challenges that cannot be addressed through standard practices.

- Oversee the completion of specific deliverables associated with FA audits, including, but not limited to, Management Representation Letters, Legal Letters, and the Annual Assurance statement.

Employment Conditions

  • A one-year probationary period may be necessary.
  • Successful completion of a background investigation is required. Periodic reinvestigation is mandated no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Must obtain and utilize a Government-issued charge card for business-related travel.
  • This position requires the successful candidate to undergo personnel vetting, which includes a background investigation and enrollment in "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks throughout one's employment. The successful candidate will also be enrolled in the FBI's Rap Back service, allowing Treasury to receive near real-time notifications of criminal matters involving enrolled individuals.

Qualifications

Applicants must meet the following qualifications within 30 days of the closing date of this announcement.

Experience may have been gained in the public, private sector, or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate employment dates by month/day/year, and specify the number of hours worked per week on your resume.

Specialized experience for the GS-13 level is defined as one year of experience at the GS-12 level, or equivalent, directly related to the position, equipping the candidate with the necessary knowledge, skills, and abilities to perform the duties successfully. Specialized experience includes:

- Planning and conducting technical audits/reviews and serving as a subject matter expert regarding audit/review standards; OR

- Preparing or reviewing audit reports and work papers to document control deficiencies; OR

- Preparing briefings/presentations on the application of relevant laws, regulations, policies, or accounting/audit standards to address compliance or remediation matters.

Additionally, candidates must meet the following time-in-grade requirement, if applicable:

For the GS-13 level, candidates must have served at the GS-12 level for 52 weeks.

Educational Background

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree or higher in accounting or a related field such as business administration, finance, or public administration, including or supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, which can include up to 6 hours of business law;

2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

or

3. Completion of degree requirements that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and related fields; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
