In this position, you will:
  • Oversee and evaluate strategies, doctrines, policies, directives, and instructions from higher authorities, providing recommendations to ensure alignment and consideration in planning initiatives.
  • Create comprehensive plans and directives utilizing operational art and design, employing the Joint Planning Process (JPP) to define milestones, deliverables, and interaction points for plans developed through Adaptive Planning and Execution (APEX) activities.
  • Contribute to briefings, facilitating the transition from concepts to execution, and assist in coordinating joint operational planning for training, exercises, and contingency operations.
  • Integrate cyberspace capabilities into both deliberate and contingency operations, as well as crisis action planning.
  • Offer insights for the development of Tactics, Techniques, and Procedures (TTPs), Concepts of Operations (CONOPs), Courses of Action (COAs), and other documents pertinent to Offensive Cyber Operations (OCO), Defensive Cyber Operations (DCO), and the safeguarding of the DOD Information Network (DODIN).
  • Identify and address deficiencies, prioritize and validate requirements, and adapt planning efforts in response to the evolving cyberspace landscape.
  • Assist in crafting exercise scenarios, operational plans, and other necessary documentation to support the planning and execution of USCYBERCOM training priorities.
  • Conduct thorough research on current and emerging threats to U.S. Critical Infrastructure and Key Resources (CIKR).
  • Engage in Joint Planning Groups (JPGs) and Operational Planning Groups/Teams (OPG/OPTs).
Qualifications

Essential:
  • A Bachelor's degree from an accredited institution in Project Management, Business Management, Economics, Political Science, Computer Science, Engineering, Law, Government Contracting, Finance/Accounting, or a related field.
  • A minimum of 10 years of experience in project management.
  • In-depth knowledge of the Joint Planning Process.
  • Exceptional attention to detail and organizational abilities.
  • Strong executive-level communication skills.
  • A solid understanding of Cyber Mission and the implications of policy and operations in cyberspace.
  • U.S. citizenship and an active Top Secret/SCI security clearance with polygraph.
Preferred Qualifications:
  • Experience in Strategic Planning.
  • Background in Defensive Cyber Operations (DCO) planning.
  • Experience leading Operational Planning Teams (OPT).
  • Capability to lead and actively participate in JPGs and OPG/OPT, integrating cyber capabilities into plans supporting Combatant Commander efforts.
  • Ability to coordinate cyberspace operations planning activities through the Integrated Joint Special Technical Operations (IJSTO), including Evaluation Request and Response Messages, SAP procedures, and the RAPCO.
  • Proficiency as a technical expert in all planning methodologies and applications across military operations, providing analytical expertise in operational design and Joint Operation Planning.
  • Capacity to establish joint operations planning objectives for combat and contingency operations independently.
  • Ability to coordinate the development of cyberspace operations plans, contingency plans, CONOPs, and orders autonomously.
  • Extensive technical expertise in all phases of the JPP and APEX activities.
  • Demonstrated strength in organizational skills and meticulous attention to detail.
