Position Purpose:
The primary objective of the Employee Benefits Program Supervisor is to deliver education, guidance, and interpretation of the policies and procedures governing the following programs:
- Health, dental, and vision insurance
- Medical and dependent care flexible spending accounts
- Medicare Advantage Plan enrollment for retirees
- COBRA
- Health credit premium program
- Disability retirement related to health insurance
- Administrative functions for the Retired Law Enforcement Office and Firefighter Health Insurance Program
- Retirement processes related to benefits
This position administers a comprehensive range of employee benefit functions for all State of Maine employees, including ancillary members, former employees, family members, retirees, and surviving spouses. Additionally, it provides benefit and billing information to various State agencies, ancillary members, and vendors.
Key Responsibilities:
- Ensure compliance with state and federal laws regarding benefit enrollment eligibility and policy maintenance.
- Engage in direct communication with insurance vendors and agencies to guarantee accurate payment and payroll deductions, along with account reconciliation.
- Streamline processes and monitor member issue resolution while offering supervisory support to the benefits specialist team.
Qualifications:
Applicants should possess experience in Human Resource Management Systems, with the ability to:
- Determine insurance eligibility, effective and termination dates
- Assess COBRA eligibility and qualification dates
- Evaluate retiree health insurance eligibility
- Identify eligibility requirements for qualifying life events for health, dental, vision, and flexible spending accounts
- Understand state-paid benefits during the disability retirement process
- Assess enrollment eligibility for the Medicare Advantage Plan
Knowledge of MFASIS accounting and payroll, as well as familiarity with all associated benefit programs, is essential. A solid understanding of federal benefit laws, state benefit statutes, collective bargaining agreements, and policies is required.
