Job Summary:

The Payroll Manager will be responsible for coordinating and performing accurate accounting work in the processing and preparation of payroll for the District. The Payroll Manager is responsible for overseeing scheduled payroll calculations and processing, maintaining related records and reports, supervising staff work as assigned, and performing administrative, supervisory, and technical work as assigned. The Payroll Manager will ensure accuracy in implementing Board approved employment-related payments, benefits, and deductions when making required reports to TRS, IMRF, and IRS.

Key Responsibilities:
  • Manage the time and attendance process, updates, and addresses related issues.
  • Implement improvement to processes, procedures, and workflow to create efficiencies.
  • Alert the Director of Finance of any system errors, challenges, or opportunities for improvement.
  • Collaborate with administration, HR, and IT to develop, test, and implement new and/or updated system processes and improvements as assigned.
  • Establish and implement guidelines, deadlines, and procedures for processing District payroll.
Payroll Processing:
  • Calculate wages, overtime, and deductions accurately.
  • Monitor and control workflow to ensure effective and efficient payroll operations.
  • Coordinates with the HR Department to ensure the accuracy of calculating salaries, overtime payments, leave, certification status, and eligibility for benefits for both full-time and temporary employees.
  • Serve as the District's principal contact in the calculation and/or processing of employee retirement benefits, severance pay, approved tax-sheltered annuities, Social Security benefits, insurance benefits, and other employee benefits.
  • Post payroll to the ledger.
  • Reconcile deductions and benefits after each payroll.
  • Manage the time and attendance process, updates, and addresses related issues.
  • Review and approve monthly payroll reconciliations.
  • Perform various payroll and finance-related duties as requested by the Director of Finance.
Compliance and Reporting:
  • Collaborate with Human Resources administrators to ensure accuracy of employment and payroll data.
  • Submit required reports in a timely manner as requested by administration.
  • Implements processes that ensure all legally required federal, state and local taxes, contributions and deductions (IRS, TRS, IMRF, and Social Security) are withheld from individual checks.
  • Perform and oversee accurate, correct, and timely payroll reconciliations and audits, and troubleshoot any issues that arise.
  • Work with HR, government agencies, benefit providers, auditors, and/or other staff to resolve problems and provide requested information.
  • Stay abreast of best practices, current laws and regulations to ensure the district is compliant and meet state and federal guidelines as pertains to payroll and fringe benefits.
  • Conduct internal audits and provide research as needed for payroll, benefit deductions, status changes, or payroll related items.
  • Compile data for and prepares various payroll/financial records and reports as required by the District and other agencies.
  • Coordinate the use of assigned data processing software for payroll record-keeping.
  • Submit required reports promptly as requested by the administration.
  • As required, review and approve quarterly and annual federal and state tax reporting, including W-2 and correction reports.
  • Ensure internal controls are in place and compliance is maintained.
  • Ensure outside agency inquiries (Internal Revenue Service, Illinois Department of Revenue, Department of Labor, etc.), including Worker's Compensation Audits, are resolved in a timely manner.
Customer Service:
  • Receive and respond to inquiries, concerns, and complaints in areas of responsibility.
  • Ensure employees receive assistance with understanding their paychecks, deductions, and benefits.
  • Prepare and arrange for distribution of communications related to payroll policy and practice changes, per approval of the Director of Finance.
  • Create a culture of customer service within all levels of the payroll department.
  • Address any Federal, State, and Local payroll inquiries from outside agencies.
Supervision and Training:
  • Provide in-house training on systems and processes, as well as guidance on issues as appropriate.
  • Attend training, seminars, and conferences as required to maintain and enhance job knowledge and skills.
  • Oversee and evaluate the daily operations of the Payroll Supervisor
Working Conditions:
  • Normal office environment with little exposure to excessive noise, dust and temperature.
  • Frequent interruptions throughout the day.
