Utilities Specialist II

This position serves as an Assistant Utilities Specialist for assigned road construction projects administered by CDOT's Region 3. The Specialist assists the Region Utility Engineering Program Manager in the administration and enforcement of the Colorado Department of Transportation's (CDOT) Utility Accommodation Code.
Key Responsibilities- Review preliminary and final design plans to ensure accurate and complete depiction of facilities, including field verification of all facility locations.
- Ascertain and define utility conflicts within highway construction projects by reviewing moderately complex project construction plans.
- Attend and participate in meetings involving multi-agency representatives and provide detailed verbal explanations of utility issues.
- Assist the Region Utility Engineering Program Manager as the primary liaison between utility owners and CDOT units.
- Contact individual utility and railroad companies to review and confirm conflicts.
- Create utility specification and railroad specification documents and prepare written certification to proceed with construction.
- Obtain mapping and associated information for existing utilities to be incorporated into each Region 3 Construction project.
- Assist in determining eligibility for reimbursable expenses associated with utility and railroad company installations, modifications, and/or relocations.
- Prepare and initiate contracts with utility and railroad companies for reimbursable modifications.
- Review billings pertaining to work performed under utility and railroad reimbursement contracts.
This position primarily works in an office setting, with up to 5% of time spent at project sites, meetings, and trainings. Travel during daytime working hours to project sites, meetings, and trainings is required.
Requirements- High school diploma or GED Certificate.
- Five years of full-time work experience in project management, planning and entitlements, engineering, architecture, or landscape architecture.
- Demonstrated success with duties listed in the job description.
- Years of State service experience related to the duties of this position.
- Highest work/personal ethics and integrity.
- Experience reading road or utility construction plans.
- Experience reading engineering design plans.
- Familiarity with Utility Professional Standards, AASHTO, MUTCD, MHT, Colorado Highway Utility Code, and/or CDOT's Utility Manual.
- Experience ensuring compliance with rules, regulations, or standards.
- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.
- Ability to work under tight deadlines and be adaptable to changing assignments.
- Ability to work with the general public, professional, consultants, and staff, with sensitivity to their needs, priorities, promises made, and commitments.
- Ability to negotiate mutually acceptable solutions and build consensus through give and take.
