Job Summary

We are seeking a highly skilled and experienced Accountant IV to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for providing financial management and reporting services to support the department's operations.

Key Responsibilities
  • Financial Document Preparation: Prepare and review financial documents, including invoices, vouchers, payments, and revenue receipts, to ensure accuracy and compliance with departmental policies and procedures.
  • Financial Reporting: Prepare monthly and annual expenditure reports, conduct detailed analysis of appropriated funds, and provide recommendations to the Chief Financial Officer and Executive Director to ensure expenditure control and budget compliance.
  • Accounting Procedures and Policies: Develop and maintain accounting procedures and policies, including procedures for completing monthly reconciliation of grant payments, creating and entering deposit and payment vouchers in CAPPS, and running reports in USAS and CAPPS.
  • Procurement and Contracting: Oversee the assembling of required documentation, determine proper requisition coding elements, and ensure smooth procurement of goods and services, including contract amendments and change orders.
  • Training and Guidance: Train other agency staff on financial processes and procedures, provide guidance on cost recovery tracking worksheets, and accurately record collected revenue.
Requirements
  • Proficiency in Office Equipment and Software: Proficiency in the use of office equipment and computer software, particularly MS Excel.
  • Accounting Knowledge and Experience: In-depth knowledge and long experience performing all accounting operations in a state agency, including a clear understanding of state and federal accounting best practices and the ability to accurately interpret and apply laws and regulations.
  • Communication and Writing Skills: Excellent oral and written communication skills, with the ability to write policies and procedures and train others.
