Economic Development Specialist

The Economic Development Manager is a key role within Pinellas County Government, responsible for driving workforce development and business growth initiatives. This position plays a critical part in supporting the growth and retention of talent in Pinellas County, specifically by designing, implementing, and managing programs and strategies that attract, retain, and develop the talent pool for target industry employers.
Key responsibilities for this role include researching and developing strategies to support collaborative county-wide workforce initiatives, as well as conducting target industry business research to identify skills gaps and training needs. The Economic Development Manager will also coordinate with economic development departments countywide to conduct industry roundtables and manage stakeholder engagements related to workforce concerns and relevant business services.
Additionally, this position entails developing, implementing, and managing a targeted industry workforce development incentive program, tracking and analyzing program performance metrics and outcomes, preparing reports and presentations, and managing program budget. The Economic Development Manager will serve as the primary departmental point of contact for the County's municipal partners and other community stakeholders on issues related to labor force, employee retention, and community stabilization.
Key Responsibilities:
- Conduct target industry business research to identify skills gaps and training needs.
- Coordinate with economic development departments countywide to conduct industry roundtables and manage stakeholder engagements.
- Develop, implement, and manage a targeted industry workforce development incentive program.
- Serve as the primary departmental point of contact for the County's municipal partners and other community stakeholders.
- Collaborate with various stakeholders to address workforce needs.
- Bachelor's degree in Economics, Business Administration, Human Resources, or a related field.
- Minimum of 3 years of proven experience in workforce development, economic development, relationship management.
- Excellent written and verbal communication skills.
- Collaborative interpersonal skills.
- Strong organizational and project management abilities.
- Ability to work with diverse stakeholders.
- Strategic thinker with a proactive approach to problem-solving.
- Members of the Florida Retirement System (FRS) with investment and pension options.
- Deferred compensation programs and wellness centers.
