Position Summary
The City of Rocklin is seeking an experienced IT professional dedicated to leading teams, fostering innovation, and enhancing municipal services through technology.
The IT Manager will be instrumental in developing and executing the City’s technology strategies, ensuring they align with the overall mission and objectives.
This role involves overseeing and mentoring a skilled team of IT and GIS professionals, promoting a collaborative and high-performance environment while also engaging in daily operational tasks.
Key Responsibilities
The IT Manager will be responsible for:
- Implementing the City’s IT strategic plan to promote transparency, operational efficiency, and staff satisfaction.
- Upgrading the existing document management and retention systems.
- Investing in technology to support economic development initiatives.
Role Definition
Under general direction, this position manages the planning, budgeting, implementation, maintenance, and security of the City’s information technology infrastructure, including hardware and software solutions used by various departments. The IT Manager will enforce technology strategies and policies, manage the division budget, and facilitate governance processes for technology projects.
Supervision
This role receives general direction from the Director of Administrative Services and exercises supervision over professional, technical, and clerical staff.
Class Characteristics
This is a management-level classification responsible for overseeing the IT Division’s administrative activities. The incumbent will provide high-level technical expertise in network and server systems design, administration, and security.
Essential Duties
Responsibilities may include, but are not limited to:
- Managing and organizing projects and resources for the IT Division, including networks, servers, and software.
- Assisting in the development and implementation of departmental goals and policies.
- Supervising professional and technical staff, including hiring and performance evaluations.
- Directing the information security program and establishing standards for security controls.
- Coordinating with internal and external stakeholders to assess technology needs.
- Overseeing contracts for IT hardware and software acquisition and maintenance.
Qualifications
Knowledge:
- Administrative principles and methods, including program and budget development.
- Advanced principles of computer/information technology systems.
- Current trends in information technology and security policies.
Ability:
- Plan, organize, and evaluate IT division activities.
- Analyze technical reports and interpret laws and regulations.
- Provide leadership and direction for departmental initiatives.
Education and Experience
A bachelor’s degree in Computer Science, Information Technology, or a related field, along with eight years of relevant management experience in an IT environment, including three years in a supervisory role.
Licenses and Certifications
Possession of a valid California Class C Driver License is required. Relevant certifications such as MCSE, VCP, or PMP are desirable.
