Program Management Specialist

The State of Kansas is seeking a highly skilled Program Management Specialist to lead the development and implementation of the statewide open-access middle-mile network and last-mile broadband infrastructure initiatives.

The ideal candidate will have experience in telecommunications policy and issues related to broadband access and deployment, as well as strong organizational and communication skills to manage, organize, and prioritize multiple projects and meet competing deadlines.

The selected candidate will serve as the technical lead and FREESTATE Middle Mile Network access representative for the State of Kansas, collaborating with the Kansas Department of Transportation and other partners in the development of the FREESTATE Middle Mile Network.

Responsibilities will include:

  • Supporting grant administration activities related to the development, construction, maintenance, and operation of the statewide open-access middle-mile network
  • Assisting in the development and management of a network of local government and nonprofit entities, regional broadband consortia leaders, and private sector telecommunications firms and internet service providers to identify ongoing needs, share resources, and coordinate initiatives to support broadband access and deployment projects
  • Supporting the research and analysis of data initiatives
  • Using strong organizational and communication skills to manage, organize, and prioritize multiple projects and meet competing deadlines

Requirements include a Bachelor's degree from an accredited college or university in Information Technology, Telecommunications, Engineering, or a closely related field, as well as experience in open access, middle mile projects and working with elected officials, public agencies, and community-based organizations.
