Job Summary

Under the supervision of the Accounting/Budgeting Supervisor, the Senior Accountant will execute a broad range of professional accounting and internal auditing responsibilities across the District; ensure adherence to relevant laws, codes, and regulations, including the Governmental Accounting Standards Board (GASB) standards; maintain comprehensive financial records for federal, state, and local categorical programs; and prepare various financial statements, records, and reports.

Key Responsibilities:

ESSENTIAL FUNCTIONS:

- Conduct a variety of professional accounting and internal auditing tasks across the District, ensuring compliance with applicable laws and regulations.

- Manage categorical income, expenditures, and resource balances by resource, site, and program year; initiate and process expenditure transfer requests; adjust and modify journal entries as necessary.

- Assist in the planning and preparation of the District's annual budget related to categorical programs; analyze budget and accounting data for accuracy and appropriate documentation; perform research and make necessary adjustments to accounts.

- Prepare and submit a variety of financial reports; create materials for the Board of Education and assist in interpreting financial reports and accounting procedures as needed.

- Maintain an annual log of activities detailing the status of new and ongoing programs; provide management with accurate references regarding program deadlines, compliance reporting requirements, and reimbursement claims.

- Organize and maintain categorical program files, including permanent records of grants, entitlement notices, receipts, Board approvals, applications, financial reports, and compliance evaluations.

- Interpret and apply relevant rules, codes, and regulations concerning indirect costs, carryover provisions, and other compliance requirements.

- Communicate with various District departments and personnel to resolve accounting issues and clarify laws, rules, and regulations related to assigned activities; assist in preparing financial information for the State Annual Financial Report.

- Act as a liaison between the District and the provider of mandated cost claims services to ensure maximum reimbursements for state and federal mandated activities.

- Provide information and assistance to external auditors; respond to audit inquiries related to categorical programs and mandated costs.

- Operate a computer and relevant software systems; utilize standard office equipment effectively.

- Assist in developing accounting and budgeting procedures for departmental functions; recommend improvements to accounting or internal control procedures as appropriate.

- Train and guide staff as directed.

OTHER DUTIES:

- Assist in preparing financial information related to collective bargaining matters; maintain confidentiality of sensitive information.

- Perform related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: a bachelor's degree in accounting, finance, or public administration and three years of relevant experience in financial record-keeping, bookkeeping, or accounting.
