We are seeking a highly skilled Financial Regulatory Specialist to join our team at the State of Montana. As a key member of our Public Service Commission, you will play a critical role in ensuring fair prices, responsible business practices, and reliable services for Montana customers.

Key Responsibilities
  • Develop and implement accounting, finance, and business management methods for evaluating and regulating public utility matters.
  • Provide expert advice and recommendations on accounting, financial, technical, operational, and policy issues related to public utility regulation.
  • Analyze and evaluate utility rate applications and other regulatory filings, and provide financial, accounting, and business perspectives to determine the reasonableness of revenue requests.
  • Examine rate increase requests and other filings for compliance with utility accounting standards established by the Federal Energy Regulatory Commission and Generally Accepted Accounting Principles.
  • Assist in the discovery process in contested case proceedings and prepare questions and information for the cross-examination of utility and intervener witnesses.
  • Audit utility financial records and information, and prepare documents summarizing testimony and issues that may be examined during public hearings.
  • Prepare reports to support analysis and assist in preparing Commission orders and notices.
Requirements
  • Bachelor's degree in accounting, finance, or economics, and two years of job-related experience.
  • Consideration will be given to candidates with other college degrees if significant accounting, finance, or economic coursework or analytical skills are demonstrated.
  • Master's degree or CPA is preferred.
About the Agency

The Montana Department of Public Service Regulation is a small state agency with a big impact. We are headed by 5 elected commissioners representing every region of Montana. Our agency is staffed by a team of approximately 33 professionals in the Legal, Regulatory, and Administrative Services Divisions.
