Financial Services Specialist

We are seeking a highly skilled and detail-oriented individual to join our team as a Financial Worker. In this role, you will be responsible for determining the eligibility of clients for income maintenance programs and services, establishing initial and ongoing eligibility, and communicating program requirements to clients.
Key Responsibilities- Interview clients to obtain necessary factual information and verify information received from clients.
- Determine eligibility and the amount of benefits for various income maintenance programs, including cash, food, medical, and child care assistance.
- Explain application procedures to individuals or groups and answer questions on how to complete application forms.
- Communicate program time limits, expectations, and other program requirements to clients and serve as a central point of communication for financial, child care, and employment services.
- Advise clients on viable life options and promote self-sufficiency.
- Inform applicants about managed health care, determine eligibility for enrollment, and resolve problems and questions from health plans, healthcare providers, enrollees, and other staff.
- Perform data entry into multiple county and state computer systems and retrieve information from those systems.
- Redetermine eligibility and benefit amounts required by changes in a client's status, review and verify client information, prepare budgets and related documents, and calculate benefit amounts in accordance with established benefit standards.
- Maintain complete and accurate records on clients' eligibility for all assigned programs.
- Provide requisite information on new and existing cases to child support, employment services, and other appropriate staff.
- Advise clients of case status, explain eligibility requirements and benefit factors, assess client needs, and refer clients to programs and other community resources to assist them in maintaining eligibility or in the event that the client is no longer eligible for public assistance.
- Respond to complaints of clients and inform clients of the right and method of appeal and other legal rights.
- Prepare county cases for appeal hearings, documenting actions taken by the county and provide testimony at the appeal hearing.
- Assist law enforcement and the county attorney's office in preparing cases for prosecution and provide testimony in court.
- Make referrals to social services when appropriate and make contacts with community resources as assigned.
- Provide input into the development and evaluation of the income maintenance unit's policies and procedures.
- Compose correspondence and construct reports as needed.
- Acquire and retain a thorough knowledge of all programs and materials.
- Protect the interests of taxpayers with vigilant attention to changes in rules and regulations through new materials distributed.
- Contribute to the agency by serving on committees, teams, panels, etc.
- Treat all persons and agencies with respect, dignity, sensitivity, and tact.
- Attend training and meetings as needed.
- Must be eligible for appointment by the MN Merit System.
- Three years of clerical experience or experience working with the public, or some combination of the two, totaling three years.
- Or two years of clerical experience in a social services/human services agency.
- Or two years of study at an accredited two or four-year college or university or similar institution, with emphasis in the behavioral sciences, business, or closely related subjects.
- Or successful completion of the technical college Public Welfare Eligibility Worker diploma program.
- Valid Minnesota driver's license required.
- Knowledge of county and departmental policies, procedures, and practices.
- Federal, State, and local laws, rules, and regulations relevant to the work performed in this position.
- Office procedures, practices, equipment, and software programs.
- Multiple complex computer systems.
- Interviewing techniques and skills in conducting interviews.
- The income maintenance program rules, regulations, benefits, and methods of determining eligibility.
- Other sources of financial support, including Social Security, reemployment insurance, veterans benefits, worker's compensation, and disability insurance/pension programs.
- The basic principles of foster care, child and adult protection criteria, and a general understanding of mental and physical illnesses.
- Community resources such as emergency housing, food, social services, and diversionary assistance programs.
- Real and personal property, estate, and ownership laws, and their relationships to public assistance program eligibility.
- Human behavior.
- Communication and interpersonal skills as applied to interaction with supervisors, staff, and the general public.
- Communicating, in written and verbal form, with a culturally diverse clientele.
- Data entry and keyboarding skills.
- Present a positive attitude in the workplace, promote a spirit of teamwork and cooperation, and treat others with respect, honesty, and consideration.
- Attend trainings and workshops as budget allows and educate others with this information and put training to use.
- Establish and maintain effective working relationships with clients, public, co-workers, and agency administration.
- Effectively explain income maintenance programs and procedures to recipients who are distraught.
- Handle frequent procedural changes and client personal and financial crises.
- Organize work, set priorities, make decisions, and work independently under stress.

- Accurately and rapidly process detailed information.
- Establish and maintain accurate and systematic records.
- Express ideas clearly and comprehend and follow complex written and verbal instructions.
- Communicate effectively, both orally and in writing.
- Interpret legal documents, complex rules, manual materials, and bulletins as they apply to income maintenance programs.
- Maintain confidentiality.
Intermediate Skills - Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
Mathematical SkillsAbility to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning SkillsIntermediate Skills - Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer SkillsTo perform this job successfully, an individual should be proficient at using the following software: County Payroll Software E-time, Webfusion, Microsoft Word, Excel, Outlook, Maxis, MEC 2, Prism, MMIS, Sir, Internet, and other job-related software.
Ability to TravelOccasional travel is required when required to do household visits, as well as for trainings in and out of Aitkin County.
