Job Summary

The Pipeline Integrity Coordinator will be responsible for ensuring the reliability and integrity of DCOR's pipeline systems. This includes engineering design and project management, day-to-day field surveillance and operations support, and providing direct technical support for and oversight to the DCOR operations field teams.

The ideal candidate will have a graduate or postgraduate degree in engineering and five or more years of relevant experience. Registration as a professional engineer in the state of California is preferred.

Key Responsibilities:

  • Engineering design and project management
  • Associated process and instrumentation drawing development and maintenance
  • Day-to-day field surveillance and operations support
  • Provide direct technical support for and oversight to the DCOR operations field teams
  • Provide direct technical support for and oversight to any third-party contractors required at DCOR facilities
  • Ensure compliance with all local, state and federal agency regulations and laws
  • Monitor the performance of pipeline systems related instrumentation, automation, and communication systems, and leak detection systems
  • Undertake in-depth analyses/studies to troubleshoot problems and identify short and long-term solutions
  • Review supplier information and assist with specification, inspection and testing of equipment and parts
  • Prepare budgets and plans for specific projects, studies, or modifications, and manage the cost control process
  • Maintain and update the following Programs, Plans, and Manuals in compliance with 49 CFR Parts 192 and 195:
    • Liquid and Natural Gas Operations and Maintenance (O&M) Manuals
    • Integrity Management Program (IMP)
    • Public Awareness Program
    • Emergency Response Plans (ERPs)
  • Maintain and update all pipeline filing logs to ensure proper documentation and inspections are performed in compliance with 49 CFR Parts 192 and 195
  • Assist DCOR's Training Administrator with monitoring all DOT OQ-required training to ensure all DOT positions, including all contractors that work on DOT-related projects, are properly trained in compliance with 49 CFR Parts 192 and 195
  • Assist with and possibly coordinate all third-party ILI, PSV, and other inspections and participate in the review of all ILI and other survey reports
  • Participate in the Company's rotating emergency on call program and serve as the primary contact for all DOT-related calls
  • Assist with the management of all Dig Alerts to ensure compliance with 49 CFR Parts 192 and 195
  • Perform monthly Planned General Inspections (PGI) in accordance with the Company's Injury and Illness Prevention Plan (IIPP)
  • Update pipeline specific information and calculate and verify the MAOP or MOP for all pipelines as required by the Company's IMP
  • Update and improve the Company's existing GIS mapping system for all pipeline routes
  • Report to a perform other duties as periodically requested by the Company's Vice President of Process and Facilities Engineering

The Pipeline Integrity Coordinator will be required to make decisions on behalf of DCOR and represent the company to outside parties and agencies. Reporting to management will be required on a regular basis in both written and verbal form as requested, providing status on projects and activities, and to provide advice and recommendations to management on issues and projects that will commit company assets.
