Job Summary
SAIC is seeking a highly skilled Senior Acquisition Planner to provide strategic consulting services to our clients. As a key member of our team, you will leverage your expertise in federal contracting and acquisition processes to develop creative and flexible acquisition and contracting strategies.
Key Responsibilities
- Provide advice to program/project managers on acquisition strategies, contracting, budgeting, and execution.
- Support the development of procurement requests, sole source justifications, statements of work, contract data requirements lists (CDRLs), acquisition plans, justifications and approvals, request for proposals, technical advisory reports leading to the establishment of formal government contracts.
- Train and coach government contracting officers through in-house training and workshops.
- Assist contracting officers' representatives (CORs) with their duties, such as oversight of contracts, inspections, review of contract data requirements lists (CDRLs), and review contract financial plans and spend plans.
- Support formal cost estimations and assessments through the life cycle from pre-acquisition through project sustainment.
- Lead and advise on market research techniques.
- Provide program element coordination, staffing, and monitoring; advise and assist government customers regarding funding commitments, obligations, and expenditures.
Requirements
Required education and experience:
- Bachelor's degree in Business Management, Finance, Project Management, or related degree and eighteen (18) years of experience; Masters and sixteen (16) years of experience; years of experience may be substituted in lieu of a degree.
Required qualifications:
- Experience supporting DoD or IC projects with contracting responsibilities.
- Experience as a federal contracting officer, contract specialist, and/or contracting officer's representative (COR).
- Experience in planning cost-reimbursement type contracts and/or sole source services contracts.
- Experience with classified contracts.
- Experience with leading or advising on market research techniques.
- Experience with formal cost estimating and assessments.
Required clearance:
- An active TS/SCI security clearance with the ability to complete a counter-intelligence (CI) scope polygraph (post-hire).
