Job Summary

The City of Riviera Beach seeks a highly skilled and experienced **Utility District Director** to oversee the day-to-day operations of the Utilities District. This key leadership role requires a strong background in managing and directing staff, coordinating projects, and ensuring the delivery of high-quality services to the community.

Key Responsibilities
  • **Staff Management**: Direct and manage the activities of assigned staff, prioritize tasks, and track work progress to ensure efficient operations.
  • **Departmental Leadership**: Develop and implement goals, objectives, policies, and procedures for the department, and prepare and administer the department's budget.
  • **Operational Oversight**: Supervise the daily on-site operation, technical direction, and supervision of the water distribution system, sewage collection system, water treatment plant, and wastewater treatment plants.
  • **Project Management**: Administer new construction and major repair projects from development to project acceptance, review and approve project designs, and prepare estimates for labor and equipment costs.
  • **Financial Management**: Review and approve pay requests, invoices, and purchase orders for major items.
  • **Facility Inspection**: Inspect facility operations and construction activity through site visits.
  • **Communication and Reporting**: Advise the City Manager and Council through meetings, discussion reports, memorandums, and public hearings, and prepare ordinances and resolutions for Council action.
  • **Problem-Solving**: Resolve problems for the City Manager, Council, and division managers through investigations, discussions, and evaluations.
  • **Contract Management**: Review, negotiate, and recommend proposals developed by engineers and architects and contractor change orders.
  • **Regulatory Compliance**: Provide input regarding policy and rulemaking to regulatory agencies.
  • **Inter-Agency Collaboration**: Discuss matters of common interest and territorial disputes with management of other utilities and negotiate inter-local agreements.
Requirements
  • **Education**: Master's degree from an accredited college or university with a major in civil engineering, environmental engineering, or a related field.
  • **Experience**: Eight (8) years of progressively responsible experience in the operation and planning of water, wastewater, or public works setting, preferably in a municipal government.
  • **Management Experience**: Five (5) years of management experience with responsibility for a large division within a public utility agency.
  • **Certifications**: Valid Florida driver's license and State of Florida Professional Engineer certification (highly desirable).
