Job Overview

The New York Independent System Operator (NYISO) is responsible for overseeing the efficient distribution of electricity across an extensive network of high-voltage transmission lines, managing the dispatch of power from numerous generating facilities throughout the state.

The Market Mitigation and Analysis department is seeking a full-time Withholding & Analysis Engineer.

A successful candidate will engage in comprehensive analysis of power market performance, identifying trends, efficiency metrics, and competitiveness within the New York State energy and capacity markets through various studies, regular reporting, and audits. This role involves scrutinizing NYISO markets to detect behaviors inconsistent with competitive practices, analyzing market price trends, and suggesting potential enhancements to market design.

Additionally, the candidate will provide analytical support to other NYISO departments, including Planning, Operations, and Settlements, utilizing expertise in NYISO markets, commodity markets, and market power mitigation strategies to address challenges and inefficiencies.

Key responsibilities include:

  • Gaining expertise in all relevant aspects of the NYISO Markets.
  • Conducting analysis of complex datasets related to generators and other pertinent systems, producing detailed reports on findings.
  • Drafting inquiries to Market Participants and participating in discussions to ensure thorough due diligence on project costs and financial parameters.
  • Creating written reports that document financial evaluations and due diligence processes.
  • Developing and overseeing the implementation of the department's compliance program, ensuring adherence through documentation and updates of essential processes and procedures.
  • Producing both short-term and long-term market studies in various areas, including energy, ancillary services, virtual bidding, and Transmission Congestion Contracts (TCC), for review by senior management and regulatory bodies.
  • Utilizing simulation and statistical analysis tools to examine changes in market design, competitive structures, and market power.
  • Monitoring and reporting early warnings of market issues to management.
  • Participating in investigations of market power claims and potential regulatory violations, collaborating closely with legal and regulatory teams.
  • Communicating analytical results to both technical and non-technical audiences.
  • Responding promptly to inquiries from stakeholders.
  • Executing Market Mitigation and Analysis procedures, including uneconomic overproduction and auction validation.
  • Collaborating on projects with team members and other departments.
  • Gathering data for reporting and presentations to market participants.
  • Maintaining regular communication with market participants regarding behaviors and outcomes.

Qualifications:

  • Bachelor's Degree in Mechanical, Electrical, Computer Science, Industrial Organization, or Power Systems Engineering; a Master's degree is preferred.
  • Three to five years of relevant industry experience in energy, utilities, or analytical fields, with a focus on market performance and regulatory policy analysis.
  • Experience in conducting engineering studies and energy market analysis.
  • Proficiency in statistical analysis, econometrics, and handling large datasets.
  • Preferred experience in applying artificial intelligence and machine learning to energy data analysis.

Additional Requirements:

  • Ability to interpret business publications, technical documents, and governmental regulations.
  • Strong analytical skills to solve complex problems.
  • Intermediate proficiency in Windows and MS Office applications.
  • Familiarity with market optimization and programming tools such as SQL, Matlab, Python, R, and others.
  • Ability to analyze and synthesize data effectively.

Physical Demands:
While performing the duties of this position, the employee is regularly required to communicate effectively and perform routine office tasks. The role may require occasional lifting of light weights. Reasonable accommodations may be made for individuals with disabilities.
