Job Description:

Cynet Systems is seeking a highly skilled Technical Program Manager to oversee the development and implementation of broadband and digital equity initiatives. The ideal candidate will have a strong background in technical program management, stakeholder engagement, and performance evaluation.

Key Responsibilities:
  • Program Development: Develop and implement new technical programs to support the strategic direction of Broadband & Digital Equity, ensuring solutions meet all applicable engineering, financial, planning, and operational standards.
  • Stakeholder Engagement: Coordinate with City engineering and operations leadership to develop business cases for delivering equitable broadband solutions to BDE stakeholders, customers, and City residents.
  • Team Management: Manage the technical team, including project managers and network engineers, to ensure effective project delivery and stakeholder satisfaction.
  • Analysis and Problem-Solving: Perform analysis of complex issues, requiring in-depth knowledge of the wireless and fiber transport landscape, to identify solutions and drive business outcomes.
  • Industry Partnerships: Coordinate with industry partners to drive sustainable and affordable solutions for City residents and businesses.
  • Collaboration and Communication: Collaborate with other cities to share best practices and determine how they are solving issues related to digital equity and competitive broadband service.
  • Program Evaluation: Develop an evaluation method to assess program strengths and identify areas for improvement, ensuring continuous improvement and optimization.
  • Financial Management: Develop program budgets and operating plans for BDE technical programs, collaborating with fiscal and contracts teams.
  • Resource Optimization: Work to understand available resources and make use of them to help broker digital equity and competition.
  • Change Management: Implement and manage changes and interventions to ensure project goals are achieved, and program risks are mitigated.
  • Reporting and Communication: Produce accurate and timely reports of program status throughout its life cycle, and communicate with stakeholders to address project issues and decisions.
Required Skills and Knowledge:
  • Effective Communication: Ability to communicate effectively with co-workers, staff, and other agencies.
  • Multitasking and Adaptability: Ability to multitask and work in a fast-paced environment, with a desire to develop new and innovative programs and execute through all barriers.
  • Problem-Solving and Troubleshooting: Ability to troubleshoot and investigate complex network and security system problems.
  • Coordination and Resolution: Skill in coordinating the resolution of system problems by identifying issues and meeting with users, managers, and hardware/software vendors to identify solutions.
  • Expert Guidance: Ability to provide expert guidance to management on network and security systems life-cycle, including upgrades and potentially complete replacement of existing infrastructure with new technologies.
  • Regulatory Knowledge: Ability to provide expert interpretations of network and security administration regulations and guidance, advising on the purchase and specification of new technologies as well as supporting infrastructure.
  • Performance Monitoring: Skill in monitoring usage and performance of environments for which it is responsible.
  • Change Management: Excellent knowledge of performance evaluation and change management principles.
  • Self-Directed and Influential: Must be self-directed and demonstrate the ability to educate and influence others.
  • Technical Skills: Proficient in Microsoft Office products, Word, Outlook, PowerPoint, and Excel.
  • Relationship Building: Ability to build and manage relationships with stakeholders.
Minimum Education and Experience Requirements:
  • Education: Bachelors degree in a relevant field.
  • Experience: Three years previous related experience, including experience in technical program management, stakeholder management skills, and performance evaluation.
  • Government Experience: Previous government experience preferred, but not required.
  • Equivalencies: An equivalent combination of education and experience may be substituted.
