Key Responsibilities

Collaborate closely with the Contracting Service to procure essential goods and services that align with the objectives of the Office of Field Programs. Responsibilities include conducting needs assessments, reviewing technical specifications, drafting requirements documents, and executing contracts for procurement needs.

Evaluate and prioritize facility maintenance and service needs based on mission objectives and stakeholder requirements. Develop service contracts and oversee construction projects related to cemetery services, including but not limited to: headstone adjustments, landscape renovations, irrigation enhancements, and maintenance operations.

Act as the Contracting Officer's Representative (COR), ensuring contractor adherence to specifications, regulations, and policies. Provide direction and support to field staff serving as CORs at various sites. Administer contracts, assess submissions, and manage payment applications and invoices in a timely manner. Prepare necessary reports for tracking progress and funding allocations.

Draft plans, specifications, and cost estimates for maintenance and repair projects, which may encompass architectural, mechanical, electrical, and safety design considerations. Conduct technical evaluations and calculations for cemetery projects and facilities.

Engage in public outreach as required.

Work Schedule: Standard hours are Monday through Friday, 8:00 am to 4:30 pm, with potential for occasional overtime.

Remote Work: This position is not eligible for remote or virtual work.

Position Classification: Construction Control Representative.

Requirements

Qualifications

Applicants must meet specialized experience and time-in-grade requirements.

Time-In-Grade Requirement: Current federal employees must have held a GS grade for the past 52 weeks. For GS-12 positions, one year at GS-11 is required.

Specialized experience includes serving on interdisciplinary teams providing technical and administrative support for construction projects, acting as a COR, and preparing plans and specifications for maintenance projects.

Physical Requirements: Work is primarily office-based, but fieldwork may require physical activity such as standing, walking on uneven surfaces, and climbing.
