Job Overview

The Quality Engineer at Holtec International plays a crucial role in establishing a solid technical foundation for the development and support of Holtec's Small Modular Reactor (SMR). This position is essential to ensure adherence to regulatory requirements such as 10CFR50 Appendix B, NQA-1, ASME Section III, ASME Section VIII, ISO 9000, and other industry standards.

Key Responsibilities:
  • Provide oversight and guidance to maintain compliance with the Holtec SMR Quality Assurance Program.
  • Coach both internal and external teams on compliance matters while identifying and escalating quality-related issues.
  • Conduct and support periodic training sessions and assist in reviewing vendor and supplier quality documentation.
  • Be an integral member of the quality assurance team, ensuring all project and process activities meet regulatory requirements, codes, standards, and procedures.
  • Manage and track deviations from established standards, ensuring timely closure.
Essential Qualifications:
  • Strong interpersonal and communication skills for effective collaboration with various Holtec teams.
  • Experience in performing defect trend analysis and root cause analysis of nonconforming materials and processes.
  • Ability to create, evaluate, and oversee corrective action requests from both internal and external sources.
  • Proficient in generating, revising, and implementing Holtec Work Instructions.
  • Support internal and external audits of Holtec and vendor operations.
  • Provide technical assistance for ongoing work activities, new product evaluations, and inspection tasks.
  • Ensure compliance with receiving inspection requirements and maintenance of Measuring and Test Equipment.
  • Utilize metrology and statistical methods to address and rectify quality control issues.
  • Ensure documentation meets regulatory standards and requirements.
  • Support training initiatives for new hires and ongoing education for existing team members.
  • Oversee the performance management and training of Quality Team members within the department.
Additional Responsibilities:
  • Coordinate regularly with managers, departments, and suppliers.
  • Deliver regular quality and safety training related to standard procedures.
  • Administer and maintain the quality management system.
  • Evaluate suppliers to ensure adherence to design requirements, specifications, codes, and regulatory guidelines.
  • Conduct audits and surveillances to ensure compliance with specifications and regulations.
  • Assess supplier procedures to determine core competencies and ensure proper execution of work.
  • Collaborate with project teams to enhance performance, implement process controls, and develop quality assurance plans.
  • Act as a liaison between cross-functional teams, reviewing and approving project procedures and processes.
  • Lead corrective actions as necessary.
  • Work with various teams to establish standards and methods for inspection, testing, and evaluation.

Minimum Qualifications:
  • Bachelor's degree in Engineering or equivalent, preferably in Nuclear, Mechanical, Civil, Electrical, or Controls Engineering; or an Associate's degree with one year of nuclear quality assurance experience; or a high school diploma with three years of nuclear quality assurance experience.
  • Familiarity with applicable codes including, but not limited to, 10CFR50 Appendix B, NQA-1, ASME Section III, ASME Section VIII, AST-TC-1A, ISO 9000, and other industry standards.
Preferred Qualifications:
  • Experience in Nuclear Power Plant/Facility construction.
  • Lead Auditor qualifications (NQA-1, CQA).
  • Knowledge of statistical process control techniques.
  • Familiarity with Six Sigma methodologies.
  • Understanding of Non-Destructive Examination Methods (e.g., VT, PT, MT, UT, RT, etc.).
