Water Resources Design Engineer - Project Engineer

BAI is currently in search of a Project Engineer to join our Water Resources Engineering Division in our Columbia, Maryland office.

Position Overview

The Project Engineer will operate under the guidance of the project manager and will take the lead in designing projects within the relevant discipline. The candidate should exhibit the capability to work collaboratively within a team or independently on a variety of small to large-scale multidisciplinary projects for state, county, or local jurisdictions. The role demands analytical thinking, independent problem-solving, creativity, and the ability to leverage design engineers to fulfill task assignments. The employee should be reliable, open-minded, focused, and detail-oriented, paying close attention to project schedules, budgets, and design quality.

Key Responsibilities

The ideal candidate will demonstrate proficiency in coordinating design elements across various engineering disciplines with other project engineers for the creation of plans, specifications, and estimates. Responsibilities include:
  • Leading design efforts for project development, including but not limited to roadway drainage, open and closed drainage systems, environmental site design, stormwater management (SWM), erosion/sediment control, stream restoration, bridge scour analysis, floodplain studies, hydrology/hydraulics, TMDL, Critical Area, NPDES & MS-4 permits, SWM retrofits, and BMPs.
  • Communicating design progress with project managers and utilizing entry-level design engineers to complete tasks.
  • Maintaining knowledge of design procedures or practices for the applicable client and understanding the permit process for various review agencies.


Qualifications and Skills
  • Bachelor's degree in Civil Engineering or a related discipline.
  • 5-7 years of relevant design experience.
  • Registered Professional Engineer (PE) in the applicable jurisdiction or the ability to apply for reciprocity.
  • Preferred experience with MD SHA and local Maryland jurisdictions.
  • Strong proficiency in CAD, particularly Microstation and associated design software.
  • Experience in SWM design, including BMPs, storm drains, grading, and stream restoration.
  • Excellent written and verbal communication skills.
  • Ability to mentor and share technical knowledge with junior engineers.
  • Capacity to work effectively within a project team, fostering relationships and collaboration.
  • Ability to work independently on smaller projects or segments of larger transportation design projects.
  • Familiarity with hydraulic and hydrologic modeling programs and techniques.
  • Proficient in GIS programs, Microstation, AutoCAD, and other engineering software.
  • Working knowledge of Hydrology/Hydraulic Modeling Software.
  • High integrity, ethics, quality of service, and commitment to safety.
  • Ability to maintain positive relationships with supervisors and colleagues.
  • Willingness to travel to project sites as needed.
