General Overview

This role encompasses professional and analytical responsibilities in overseeing, strategizing, executing, and assessing the functions of the Risk Management division within the Human Resources Department. The position entails managing, delegating, coordinating, and supervising risk management initiatives and staff, which include employee safety protocols, vehicle incident claims, general loss mitigation, property oversight, fleet management, and liability risk avoidance. The work is conducted with minimal supervision, allowing for significant discretion. The role requires advanced experience and independent judgment to identify the most effective strategies while interpreting policies and procedures. Technical guidance is sought only for atypical or intricate issues.

Supervision and Responsibilities

This is an exempt, full-time position with a standard 40-hour workweek.
Key Responsibilities
  • Oversee activities related to risk assessment, evaluation, claims management, contract oversight, and loss prevention.
  • Develop and maintain city-wide policies and procedures along with standard operating protocols for all risk-related issues.
  • Ensure compliance of the city's fleet with applicable insurance standards and criteria.
  • Coordinate post-accident vehicle inspections and collaborate with departmental representatives to facilitate repairs and service resumption.
  • Prepare and manage documentation for the disposal of vehicles classified as total losses.
  • Implement comprehensive citywide safety and liability prevention initiatives.
  • Manage liability claims, assess property damage, and facilitate claims processing.
  • Review incident reports and liability claims, taking necessary actions; determine loss control strategies and manage claims documentation.
  • Coordinate the city-wide crash review panel and participate as a member in all related panels.
  • Evaluate bids and proposals to ensure contractor services are adequately insured.
  • Provide technical guidance and support to the City Manager, department heads, supervisors, and staff regarding risk management policies and practices.
  • Schedule and ensure timely completion of vehicle and property inspections and appraisals.
  • Analyze loss data and generate reports for oversight and recommendations for corrective actions.
  • Maintain regular communication with the city's third-party adjuster and legal representatives regarding specific cases.
  • Follow up with city personnel to gather information and ensure compliance with legal deadlines.
  • Act as the primary contact for gathering essential information for each case and participate in depositions as necessary.
  • Secure insurance renewal quotes and provide coverage recommendations to city officials.
  • Stay informed about potential liability risks through state legislation and court rulings.
  • Review insurance certificates to confirm contractors possess the necessary coverage.
  • Oversee the development of the division's budget.
  • Organize and provide safety training for city employees, collaborating with Human Resources to ensure compliance.
  • Serve as the main representative for damage assessments and validation of city damages in disaster situations.
  • Collaborate with the City Attorney to ensure completion of restitution processes.
  • Conduct regular inspections of city facilities.
  • Respond to accident or injury scenes as required.
  • Perform additional related duties as assigned.
Minimum Qualifications

Education and Experience:
  • Bachelor's degree in insurance, Risk Management, or a related field; five (5) years of experience in the development and administration of insurance lines and accident/loss prevention programs, or an equivalent combination of education, certification, training, and/or experience.
Special Qualifications:
  • National Incident Management System (NIMS) certification preferred.
  • Possession of a valid driver's license with an acceptable driving record.
  • Compliance with all employment requirements established by the City of Doral.
  • Non-smoker status is required.
Knowledge, Skills, and Abilities:
  • Understanding of risk management principles, safety practices, and insurance policies.
  • Exceptional customer service skills.
  • Familiarity with state workers' compensation laws and regulations.
  • Proficiency in loss prevention techniques.
  • Ability to adapt to changing work environments and manage competing demands.
  • Proficient in Microsoft Office Suite and relevant organizational software.
  • Strong judgment and confidentiality regarding sensitive information.
  • Effective communication skills, both verbal and written.
  • Ability to organize and prioritize tasks for timely completion.
  • Ability to follow instructions and engage effectively with the public.
Physical Demands

Tasks may require light physical effort, including lifting, carrying, pushing, or pulling objects weighing up to 20 pounds. Activities may involve climbing, balancing, stooping, kneeling, or walking.

Work Environment

Work is conducted in a dynamic environment, often requiring the management of multiple projects under stress. Flexibility in working hours, including evenings and weekends, may be necessary.
