Job Overview

We are currently in search of a Security Operations Specialist, primarily functioning as the Special Security Officer (SSO) in accordance with the 32 CFR of Federal Regulation Part 117, National Industrial Security Program (NISP). This role entails overseeing clearance processing, visit certifications, document management, and physical security measures, including alarm response for controlled areas, while demonstrating a comprehensive understanding of security databases such as DISS, eQIP, and NISS.

Key Responsibilities:

  • Facilitate daily security operations as an integral member of the support team, ensuring compliance with 32 CFR Part 117 (NISPOM Rule), DoD Manual, Contract Security Classification Specification (DD254), and program security classification guides.
  • Conduct security indoctrinations, debriefings, document management, NATO briefings, access control, alarm tests, new hire orientations, and badging procedures.
  • Maintain Facility Clearance Level (FCL) documentation and submissions in line with DCSA requirements.
  • Oversee facility access control, personnel badging, and alarm systems.
  • Manage safeguarding protocols for secure work environments.
  • Develop and uphold Standard Practices and Procedures (SPP).
  • Prepare and deliver security training sessions, briefings, and debriefings.
  • Coordinate and execute periodic DCSA self-inspections concerning the overall security program, including the Insider Threat program.
  • Evaluate security challenges and propose effective solutions, ensuring clear communication with diverse audiences.
  • Seek rulings, interpretations, and acceptable deviations for regulatory compliance from government entities.
  • Assist in the implementation of security documentation, including program protection plans and managed access plans.
  • Provide clear guidance to employees and recommend adjustments to operational policies or procedures as necessary.
  • Foster positive working relationships with government agencies and company personnel.
  • Communicate effectively, both verbally and in writing, with internal and external stakeholders.
  • Support internal audits to proactively address vulnerabilities and ensure compliance ahead of DCSA Annual Inspections.
  • Supervise Facility Maintenance personnel while on-site.
  • Escort non-cleared visitors, personnel, vendors, and maintenance crews without appropriate security clearances.
  • Verify access eligibility and grant appropriate access levels to cleared and uncleared visitors, contractors, and employees.

Required Qualifications:

  • U.S. Citizenship is mandatory.
  • A minimum of 4-8 years of experience as a Special Security Officer supporting DOD and the Intelligence Community.
  • Possession and maintenance of an active Top Secret U.S. government security clearance is essential.
  • Thorough knowledge of Title 32 CFR Part 117, SEAD3 reporting requirements, and other government regulations.
  • Familiarity with industrial security administration and government databases, including NISS, DISS, and e-QIP.
  • Certification as a Special Security Officer with a Certificate of Completion from STEPP.
  • Strong grasp of Physical Security requirements, particularly in collateral Closed Areas.
  • Exceptional judgment, decision-making, and communication skills.
  • Proficiency in SharePoint, MS Office, Adobe Acrobat, and Internet applications.
  • Ability to pre-screen candidates for security eligibility prior to clearance processing.

Security Clearance:

  • An active U.S. Government Top Secret Security Clearance with SCI eligibility is required.

Education: High School diploma or equivalent; a bachelor's degree from an accredited four-year institution is preferred.

Work Environment:

  • Work is typically conducted in an office setting, utilizing computer terminals and standard office equipment to achieve work objectives.

Travel:

  • Occasional short-term CONUS travel may be necessary.

Employee Status: Full-Time
