This is a professional and managerial position that serves as the principal assistant to and complements the duties of the Planning and Development Director. The position is responsible for overseeing the operations of assigned divisions within the department, which could include Planning, Enforcement, Engineering, and/or Building Divisions.

Key Responsibilities
  • Evaluates the performance of subordinates and selects applicants to fill vacant positions.
  • Oversees staff development, conducts staff meetings, and assists with problem-solving.
  • Coordinates the directives of the City Manager's office, City Council, and City Boards and Commissions with the capabilities of the department's staff.
  • Assigns staff members to projects, monitors progress, and prepares staff presentations for public meetings and work sessions.
  • Responds to inquiries and complaints from the general public, other departments, outside organizations, developers, etc.
  • Prepares annual work programs, budgets, and five-year plans, ensuring proper budgeting of resources.
  • Represents the department and the City at various meetings, prepares and presents reports at City Council meetings, and responds to questions.
  • Communicates development standards to landowners and developers, zoning and property maintenance standards to property owners and the public.
Requirements
  • Possession of a bachelor's degree in urban planning, civil engineering, or public administration or a related degree.
  • Ten years of progressively responsible experience in urban planning or public administration, or any equivalent combination of training and experience.
  • Knowledge of the principles and practice of municipal planning and development, state statutes, and city ordinances governing municipal planning processes.
  • Ability to evaluate and coordinate the work of the city's Planning, Enforcement, Building, and Engineering Divisions, select appropriate staff for varying projects, and represent the department before the City Council, City Manager, City Boards and Commissions, and varying public interest groups.
