About Harris County Flood Control District:

The Flood Control District is dedicated to mitigating the risk of flooding in Harris County, which is the third most populous county in the United States, housing over 4.7 million residents, including the City of Houston, the fourth largest city in the nation.

The District oversees the primary stormwater infrastructure in the county, comprising approximately 1,500 channels that extend nearly 2,500 miles, in addition to more than 60 regional stormwater detention basins that cover over 10,000 acres, alongside several wetlands mitigation banks.


Role Overview:

The Harris County Flood Control District is in search of qualified individuals for the position of Grants and Project Financial Analyst.


In this role, you will be responsible for managing the financial aspects of the District's designated grants and projects. This includes reconciling account balances with the County's financial system, analyzing financial data related to projects and grants, preparing and maintaining financial statements, ensuring compliance with grant accounting standards, and providing strategic financial recommendations as needed.


Key Responsibilities:


1. Oversee the budgets for grants and projects, including monitoring funding and transfers using the County and District's financial and project management applications.

2. Prepare requests for financial funding codes associated with grants and projects.

3. Generate financial journal entries and reports for assigned grants and projects.

4. Track the submission of completed projects to the Commissioner's Court.

5. Review journal entries related to capital assets, construction in progress, land acquisitions, and sales.

6. Prepare reconciliations for grant and project closeouts.

7. Coordinate the preparation for periodic audits conducted by the State and other funding agencies.

8. Manage the monthly submission of grant reimbursement requests.

9. Assist in preparing interest allocations and quarterly revenue certifications.

10. Respond to inquiries from internal and external stakeholders, including the County auditor's office and other agencies.

11. Act as a liaison to various County offices and District divisions.

12. Perform additional duties as required by the evolving scope of the position.

Qualifications:


Education: High school diploma or G.E.D. equivalent.


Experience: A minimum of five (5) years in financial accounting, specifically focused on grants and project accounting, along with experience in developing financial reports and conducting presentations. Equivalent combinations of education and experience may be considered.


Licensure: Valid Class "C" Texas Driver's License.


Knowledge, Skills, and Abilities:


1. Strong understanding of financial and grant accounting principles, regulations, and standards.

2. Excellent analytical and organizational capabilities.

3. Proficient verbal and written communication skills.

4. Ability to prioritize and manage multiple projects effectively.

5. Advanced knowledge of Microsoft Office applications.

6. Capability to work independently with minimal supervision.

Physical Demands:
