Job Overview

Position Summary

The Construction Cost Analyst is responsible for evaluating blueprints, specifications, and other relevant documents to generate accurate time, expense, and labor forecasts for various projects and services.

Key Responsibilities

Safety & Risk Oversight

  • Approach project bidding with a focus on safety.
  • Comply with the organization's vehicle operation policies.

Bid Coordination

  • Identify and track potential bidding opportunities; order necessary plans.
  • Examine proposal specifications and drawings, attending pre-bid discussions to clarify project scope and formulate pertinent inquiries for client clarification.
  • Assist in the preparation and organization of plan deposits, bid guarantees, and proposal submissions.
  • Develop bidding strategies that align with Owner DBE/MBE/WBE requirements.
  • Evaluate pre-bid project activities for compliance with governmental regulations such as OSHA and NC DENR.
  • Compile and organize detailed estimates through takeoffs and specification assessments for precise proposals.
  • Generate scopes of work for subcontractors.
  • Request necessary utility locates for review prior to bidding.
  • Coordinate any required exploratory excavation.
  • Conduct post-bid evaluations.
  • Lead transition meetings to provide project and field management insights.

Documentation Management

  • Compile crew sheets detailing appropriate labor, equipment, and productivity.
  • Prepare lists of subcontractors and suppliers.
  • Establish a timeline to ensure project completion within budget.
  • Create, update, and oversee the project schedule in collaboration with General and Site Superintendents.
  • Engage with the project team (including subcontractors) to outline work plans and assign roles, responsibilities, and authority scopes.
  • Monitor and uphold quality control throughout the project.
  • Participate in regular meetings with owners, subcontractors, and engineers.
  • Develop scopes for subcontractors and purchase orders.
  • Complete project close-out processes.

Leadership & Development

  • Proactively identify and resolve issues with a solution-oriented approach.
  • Maintain high personal and professional standards.
  • Provide coaching, mentoring, and training to all site personnel.
  • Foster strong, positive relationships with vendors, field teams, and project management.
  • Offer continuous feedback to fellow estimators.

Essential Qualifications

  • Bachelor's degree in engineering, construction management, or a related field.
  • Proficient in Microsoft Outlook, Excel, Word, and similar software.
  • Excellent communication and interpersonal skills.
  • Possess a valid driver's license with a clean driving record.
  • Ability to draft comprehensive scopes of work.
  • Experience in pricing, procurement, negotiation, and preparing purchase orders for materials and equipment.
  • Ability to read and interpret construction drawings.
  • Detail-oriented with strong planning, collaboration, and conflict-resolution abilities.
  • Commitment to safety and adherence to job site standards, policies, and procedures.
