MINIMUM REQUIREMENTS:

Bachelor's degree in Accounting, Business Administration with a concentration in Accounting or Finance with at least 20 semester hours in Accounting;

-OR-

Bachelor's degree -AND- two (2) years' professional experience in accounting;

-OR-

Associate degree with 20 semester hours of Accounting -AND- five (5) years' professional experience in accounting.

PREFERRED EXPERIENCE:
Experience in Governmental Accounting is preferred.

GENERAL OVERVIEW OF RESPONSIBILITIES:
Conducts a range of intricate, county-wide budgeting, accounting, and financial analysis tasks in accordance with Governmental Accounting Standards; offers budgetary and fiscal guidance to departments and elected officials; engages in the County audit process; prepares and delivers financial reports; operates under the supervision of the Accounting and Budget Manager.

KEY RESPONSIBILITIES:
  • Maintains comprehensive accounting records including financial statements, general ledgers, journal entries, and subsidiary ledgers along with budget reports;
  • Conducts account analyses and prepares journal entries for asset, liability, revenue, and expenditure accounts for designated funds by compiling and analyzing general ledger transactions, source documents, and related accounting information to reconcile discrepancies;
  • Generates various financial or statistical reports regularly, including budget statements, grant reporting, projections, payroll cost analysis, trust investments reconciliations, and federal and state reports.
  • Provides fiscal and technical accounting support to assigned operating departments;
  • Undertakes special projects as directed by the Chief Financial Officer or Accounting and Budget Manager;
  • Evaluates financial and accounting transactions of assigned departments to assess the feasibility of changes in existing accounting while adhering to approved procedures;
  • Reviews departmental budget requests and prepares budgetary documents, reports, and recommendations;
  • Processes payment requests by verifying documentation and requesting disbursements including bond debt activity;
  • Reconciles bank statements with accounting records and identifies and resolves discrepancies;
  • Assists federal, state, and independent auditors in reviewing accounts.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
  • Thorough understanding of financial procedures and general accounting practices;
  • Knowledge of accounting principles, methods, and practices related to governmental accounting and budgeting;
  • Familiarity with the State of Michigan Uniform and Budgeting Accounting Act and OMB Uniform Grant Guidance;
  • Ability to prepare and analyze accounting reports with precision and attention to detail;
  • Capability to evaluate financial data, develop reports, and make informed recommendations;
  • Ability to maintain regular attendance and work effectively under pressure when facing deadlines;
  • Proficiency in using standard office equipment, computers, and associated software, including Excel;
  • Ability to establish and maintain positive working relationships with County Officials, Administrators, and colleagues;
  • Ability to work independently, collaboratively, and respectfully in a complex, multicultural work environment that values diversity, equity, and inclusion.
