Policy and Impact Manager

About the Role:

The Chicago Cook Workforce Partnership is seeking a highly skilled Policy and Impact Manager to lead its Program Performance team. As a key leader in this team, you will be responsible for monitoring and supporting the performance and compliance of agencies funded by the Partnership. Your expertise in policy analysis and research will help inform programmatic best practices and advocacy efforts that improve performance and impact.

Key Responsibilities:
  • Create a research and policy agenda to identify effective strategies and advocacy efforts for program improvement.
  • Conduct comprehensive research, best practices review, and data analysis on serving special populations, including justice-involved individuals, people experiencing homelessness, people with disabilities, opportunity youth, and others.
  • Maintain an understanding of various business sectors, career pathways, and human capital needs.
  • Based on research findings, identify and prioritize strategies and policy priorities that support economic opportunities for job seekers, including special populations.
  • Collaborate with external research organizations to design complex analyses involving longitudinal data matching across systems.
  • Analyze national, local, and regional policies and their impact on the workforce system, making programmatic recommendations accordingly.
  • Evaluate existing and proposed legislation, preparing summaries on potential impact to agency programs, policies, and strategic priorities.
  • Communicate research findings, analysis, and policy recommendations through presentations, memos, and reports.
  • Presents research findings and recommendations to Partnership staff, Workforce Innovation Board, and committee members, as well as public and private audiences.
  • Conduct quantitative and qualitative research on the economy, labor market, and demographics of the region, analyzing Labor Market Information, business information, and demographic data.
