Job Title: Water Distribution and Wastewater Collection Systems Supervisor

The City of Dover is seeking a highly skilled and experienced Water Distribution and Wastewater Collection Systems Supervisor to join our team. As a key member of our Public Works department, you will be responsible for overseeing the operation and maintenance of our water distribution and wastewater collection systems.

Key Responsibilities:
  • Supervise and direct the work of the utilities crew, ensuring that all tasks are completed efficiently and effectively.
  • Assist with the planning, scheduling, and implementation of work orders, ensuring that all aspects of the systems are functioning properly.
  • Train employees to perform maintenance, construction, and repair of water, sewer, and related public works facilities.
  • Inspect and repair booster pumping stations, reservoirs, meters, streets, water mains, drainage systems, and sewer systems to ensure proper functioning.
  • Maintain records of inspections, maintenance activity, water supply, consumption, and other relevant data.
  • Determine the locations of gas, telephone, power, television, water, and sewer lines from relevant sources prior to excavation.
  • Respond quickly to complaints and correct problems following established procedures.
  • Operate trucks of various sizes and weights, work with equipment, gravel, and sand, and perform routine inspection and preventive maintenance on assigned equipment.
  • Operate light, medium, and heavy construction and power equipment, such as jet trucks, backhoes, and camera equipment.
  • Keep an inventory of materials and parts needed for the operation and maintenance of wastewater collection and water distribution systems.
  • Perform labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.
  • Cut, fit, lay, and repair taps; clean and flush water mains, pipes, gates, and fittings on repair of mains; service and install fire hydrants and drinking fountains; assist in shutting off broken sections of water mains.
  • Service water supply, sewer lift, and other pumps.
  • Operate a variety of power construction and maintenance equipment used in water, sewer, and street department.
  • Identify areas of the system in need of repairs or replacement and notify the Utilities Supervisor.
  • Inspect recording charts, gauges, and meters for proper operation.
  • Detect and report safety hazards, faulty equipment, disorders, and breakdowns following established procedures.
  • Assist in mechanical maintenance and adjustments as needed.
  • Provide a neat, clean, orderly work area and be responsible for assigned equipment.
  • Assist in the operations and maintenance of the water distribution, water treatment, wastewater collection system as required.
  • Maintain availability when requested to meet emergency situations.
  • Participate in snow removal operations and in mitigating the effects of man-made and natural emergencies.
  • Familiar with and execute safe work procedures associated with assigned work.
  • Perform other related duties as required.
Requirements:
  • Considerable knowledge of methods, materials, and equipment used in construction, maintenance, and repair of water distribution and wastewater collection systems.
  • Considerable knowledge of hazards and safety precautions common to machinery and equipment required in utility maintenance.
  • Some knowledge of the principles of engineering as they apply to utility construction projects.
  • Ability to read and interpret blueprints, work orders, and plans.
  • Ability to organize, coordinate, and supervise the work of others.
  • Ability to establish and maintain effective working relationships with employees, contractors, the public, and other departments.
  • Ability to communicate effectively both orally and in writing.
  • Ability to prepare reports and maintain records.
Education/Licensure/Certification Requirements:
  • High school diploma or equivalent, supplemented by courses in wastewater treatment and collection and water treatment and distribution.
  • Four (4) years progressively responsible experience in operations and maintenance of wastewater collection, and/or water treatment and distribution systems.
  • Must maintain valid NH CDL-B with air brake and tanker endorsements, CDL-A with endorsements preferred.
  • Must maintain certificate in Wastewater Collection, Grade IV and NH Water Distribution, Grade III.
  • Water Treatment, Grade I and/or Wastewater Treatment, Grade I certification preferred.
