Position Overview: The Coastal Safety Officer is responsible for overseeing the safety and well-being of beachgoers in the Seaside area. This role involves active monitoring of the beach environment, responding to emergencies, conducting water rescues, and implementing accident prevention strategies. The officer will engage with the public daily, providing vital information and educational resources regarding beach safety. Collaboration with Fire Department personnel and fellow safety officers is essential, and the officer may assume initial command at emergency situations until further assistance arrives.

ROLE DESCRIPTION

Job Title: Coastal Safety Officer

Employment Type: Regular, Part-Time ($21/hour)

Department: Fire Department

Supervision: Division Chief of Operations

Schedule: Regular, Part-Time. Weekend and holiday availability is required.

Key Responsibilities:
  • Monitor and patrol designated beach areas on foot and via vehicle, ensuring safety compliance.
  • Deliver water safety education and information to beach patrons.
  • Engage with the public, addressing inquiries and assisting beachgoers while maintaining professionalism.
  • Proactively participate in drowning prevention initiatives to avert emergencies.
  • Respond to water rescue situations and provide necessary First Aid, medical attention, and CPR.
  • Inform beach patrons of relevant municipal ordinances and state regulations.
  • Maintain communication with fellow safety officers and emergency services.
  • Collaborate closely with Seaside Fire & Rescue and local law enforcement as needed.
  • Ensure that vehicles, equipment, and supplies are kept in optimal condition.
  • Identify and report any hazardous objects in the water or on the beach.
  • Participate in ongoing training and maintain accurate records of daily activities.
  • Oversee the cleanliness and safety of the beach area surrounding the lifeguard tower.
  • Perform additional duties as assigned.
QUALIFICATIONS AND SKILLS:
  • Understanding of ocean environments and lifeguard rescue techniques.
  • Strong communication and interpersonal skills.
  • Knowledge of First Aid, CPR, and emergency response protocols.
  • Ability to operate emergency communication equipment effectively.
  • Possession of a valid driver's license.
  • Physical capability to fulfill job responsibilities.
  • Sound decision-making skills in non-emergency scenarios.
  • Familiarity with lifeguard equipment and the ability to instruct others.
WORK ENVIRONMENT:
  • Work primarily conducted in outdoor settings and vehicles, exposed to various weather conditions.
  • Occasional exposure to emergency situations requiring quick response.
  • Potential hazards associated with beach environments and emergency medical assistance.
  • Regular interaction with the Pacific Ocean and surf zones.
  • Noise levels may vary from quiet in vehicles to loud during training or emergencies.
PHYSICAL REQUIREMENTS:
  • Frequent sitting, standing, walking, and use of hands for various tasks.
  • Occasional climbing, kneeling, or crawling as needed.
  • Ability to lift and move up to 50 pounds frequently, and assist with heavier loads as part of a team.
  • Vision capabilities must include close, distance, and peripheral vision.
  • Strong physical endurance is necessary for swimming and conducting rescues.
CERTIFICATIONS REQUIRED:

Prior to Employment:
  • Valid driver's license.
  • Completion of swim competency tests.
Upon Employment:
  • Completion of lifeguard training provided by the Fire Department.
  • Pass a drug screening and background check.
  • Oregon ATV Safety Card.
Recommended Certifications:
  • Current Lifeguard Certification.
  • American Heart Association BLS CPR.
  • Oregon EMR or EMT Certification.
