General Overview

Under guidance, responsible for obtaining standard services, supplies, and materials through the informal bidding process for services valued under $10,000 and for materials, supplies, and equipment valued under $25,000.

Key Responsibilities

The key responsibilities encompass essential functions typical of roles within this classification. These may include but are not limited to the following:
  • Reviews purchase requests for precision and completeness, implements necessary modifications, and collaborates with the requesting department as needed.
  • Prepares invitations for bids and/or requests for pricing.
  • Sources requests, solicits pricing from vendors, and secures quotes for the acquisition of services, supplies, materials, and equipment.
  • Identifies potential suppliers for materials, supplies, equipment, and services.
  • Receives, assesses, evaluates, and compiles bids for compliance, including cost, acceptability, and delivery timelines.
  • Generates purchase orders, change orders, and cancellations as required.
  • Procures all inventory items stored in the organization's storerooms; modifies specifications as necessary.
  • Serves as a liaison between organizational users and suppliers, addressing quality concerns, expediting deliveries, providing guidance, and assisting in resolving invoice discrepancies.
  • Maintains knowledge of products within designated commodity categories.

Additional Responsibilities

  • Assesses vendor capabilities and historical performance, conducting facility evaluations when necessary.
  • Drafts communications related to purchase orders or deliveries.
  • Creates, updates, evaluates, and maintains departmental reports or documents associated with procurement.
  • Aids in resolving invoice discrepancies, follows up on purchase order issues with vendors, and expedites deliveries when required.
  • Manages reference materials for assigned commodities, including vendor catalogs and pricing lists.
  • Performs additional assigned tasks as needed.

Work Environment

Primarily operates in an office environment utilizing standard office equipment, including computers.

Desired Knowledge, Skills, and Abilities

  • Comprehension of procurement principles, practices, procedures, and legal requirements in large-scale governmental procurement.
  • Familiarity with supply sources in electrical, mechanical, plumbing, and maintenance sectors.
  • Understanding of inventory management techniques and principles.
  • Capability to perform routine to moderately complex mathematical calculations related to procurement.
  • Strong interpersonal and effective communication skills, both verbal and written.

Minimum Qualification Requirements

A degree from an accredited institution in business, public administration, or a related field, along with a minimum of one year of experience in procuring materials, supplies, and equipment.

Substitution

Additional experience in procurement may substitute for the required education on a year-for-year basis. Sub-professional experience in a procurement setting can substitute for the education requirement on a two-year experience for one year of education basis.
