This position has a typical 2024 salary range of $123,945 - $161,131 (includes locality).

Qualifications/Requirements:

The primary purpose of this position is to serve as a first level supervisor who plans, directs, and exercises control over nonsupervisory employees assigned to the Standards and Evaluation Branch (CFTP), Technical Services Division (CFT), Facility Engineering Directorate (CF). SUPERVISORY CONTROLS: The incumbent receives general assignments from the division chief related to functional responsibilities; is delegated commensurate authority to effectively accomplish assigned functions. The incumbent provides administrative and policy direction in terms of broadly defined missions or functions of the organization affecting the AF. Incumbent is responsible for independent planning and coordination, judgment, creativity, and decision making, and is allowed maximum possible freedom in planning assignments and in determining and executing engineering matters and actions. Problems of unusual difficulty or of a precedent-setting nature are discussed with the supervisor or other persons within the organization having information, knowledge, and authority to provide assistance. Technical decisions and recommendations made by the incumbent are considered authoritative. Completed work is reviewed for consistency and soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements and potential legal impact on policies and broad AF objectives and programs goals. • U.S. Citizenship. • Selective Placement Factor: State Certification as a Professional Engineer (PE) or Registered Architect (RA) is required. • May occasionally require travel away from the normal duty station on military or commercial aircraft. • The work requires the incumbent to obtain and maintain the appropriate security clearance.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): • Mastery of the concepts, principles, and practices in facility planning, design, and construction that enable the incumbent to serve as the leader of a multi-disciplinary group of architects, engineers, and planners engaged in the planning, design, and construction of various types of facilities including institutional, industrial, services, and housing facilities. Knowledge of related engineering and planning disciplines and construction management, and the interface of these disciplines with facility planning and design is essential. Knowledge of principles, policies, and practices related to acquisition and oversight of contract services for advisory and assistance services (A&AS), architect / engineer (A/E) services, and construction contracts. • Knowledge of safety and security regulations, practices, and procedures. Knowledge of AF engineering and planning programs; sound business practices; AFCEC Headquarters responsibilities; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS). • Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources; researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations; developing conclusions and recommending solutions based on justifiable facts and evidence. • Ability to plan, organize, and direct the functions and staff of an organization.

OTHER REQUIREMENTS/SIGNIFICANT FACTS:
• For General Engineer (0801), Civil Engineer (0810), Mechanical Engineer (0830) & Electrical Engineer (0850): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
• For Architect (0808): Degree: Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
