AIR POLLUTION PROGRAM/ANALYST

Grade/Salary Range: C41 ($27.75 - $35.15/hourly) - Non-exempt

Position Summary:
Under the direction of the Air Pollution Senior Manager, the Air Pollution Program Analyst is responsible for issuing daily air quality forecasts for the region; quality assuring ambient air data, analyzing program specific data for trends; Developing and maintaining agency systems for time accounting, complaints, stack tests and ad hoc projects; review permits and inspection reports for technical accuracy.
Responsibilities include but not limited to:
Analyzes air quality, permitting and inspection program data for trends, control program impacts, meteorological/emissions influences and completes reports based on findings; Assists with special permitting, inspection and air quality studies and programs; Drafts and reviews documents for technical accuracy; Evaluates air quality data against criteria for accuracy and completeness; Completes air quality forecasting and develops forecasting tools.
Designs, develops, and writes air quality analysis/data storage and retrieval programs utilizing high level computer language; Provides pc/software technical support; Orders hardware/software and performs upgrades as necessary; Assists with design and maintenance of RAPCA website.

Determines public information topics to discuss and prepares/updates respective reports (annual reports, Health Commissioner reports, website updates, media requests, public speaking engagements, news releases).
Reviews air pollutant emissions data submitted by facilities to ensures accuracy, completeness, and regulatory conformance; Performs air emissions stack testing and modeling as appropriate; Prepares reports based on findings; Reviews proposed air quality regulations for local impact; Suggests revisions/agency response; Proposes agency regulatory policy; Maintains time accounting and other program specific tracking systems and reports.
Assists with cross-training Air Pollution Control Specialists using Standard Operating Guidelines and other training documents.
Maintains accurate files, data records, and other office records; Tracks and reports activities for time accounting purposes.
Is an active participant in professional growth through attendance at professional meetings, trainings, workshops, and webinars.
Minimum Qualifications:
Bachelor’s degree in Environmental Science, Computer Science, Information Technology, Mathematics, or related field.
One (1) year experience and understanding of computing programming, website design, and office productivity software.
One (1) year experience and understanding of air pollution chemistry, meteorological/emission influences, and air pollution control, permitting, and/or inspection principles.
Strong written and verbal communication skills
Understands and acknowledges that Public Health - Dayton & Montgomery County uses evidence-based and evidence-informed public health practices based on scientific research including health promotion theory and practice, environmental health measures, and communicable disease control measures including vaccination, isolation, and quarantine practices, and medicine for treatment and prevention of disease, among others.
Understands and acknowledges the use of tobacco or nicotine products in any form including replacement therapy products and prescription medications used to treat smoking addiction for anyone hired after January 1, 2014, is prohibited
Required to play an active role during a public health emergency, crisis, outbreak, incident, or event in which the Health Commissioner deems additional personnel resources are warranted. This may include changes in responsibilities and working locations/hours
Completion of Incident Command System 100 and National Incident Management System 700 courses within 90 days of hire
Valid State of Ohio driver’s license and insurance on any personal vehicle that will be used for work
Preferred Qualifications:
Master’s degree and Education/training in Environmental Science, Computer Science, Information Technology, Mathematics, or related field.
Two (2) years of RAPCA experience including 50 hours of self-instructed coursework.
