Duties
Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners.

Typical work assignments include, but are not limited to: Developing solutions to complex problems relating to critical infrastructure through the application of professional expertise in engineering. Providing technical and professional advice and expertise about engineering depending on the incumbent's area of expertise, such as civil, environmental, mechanical, nuclear, electrical, computer, electronics, biomedical, aerospace, chemical, agricultural, and/or industrial engineering, to other professionals, engineers, analysts, policy makers and planners on techniques best suited for analyzing and evaluating current and potential risks of national significance. Conducting research, analysis, and assessments in multiple research areas by executing complex and sensitive/classified projects and studies in support of CISA priorities and NRMC portfolios and task forces. Leading, participating in and/or coordinating strategic planning risk management and analysis activities for futures planning and strategic foresight capabilities and products. Developing policy, programs, and guidelines for implementation which incorporate cybersecurity into planning for NCF plans and initiatives.

You must be able to obtain and maintain a security clearance suitable for Federal employment as determined by a background investigation. This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable). This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing.

To be considered minimally qualified for this position, you must demonstrate that you have the required education and experience for the respective grade level in which you are applying.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below.

BASIC REQUIREMENTS:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience demonstrated by Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

OR

C. Combination of education and experience -- college-level education, training, and/or technical experience demonstrated by Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

OR

D. Combination of education and experience -- college-level education, training, and/or technical experience demonstrated by Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

OR

E. Combination of education and experience -- college-level education, training, and/or technical experience demonstrated by Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS:

You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties: Applying futures and strategic foresight methods to evaluate future technologies and policies; Reviewing, analyzing, and assessing data obtained from various sources to evaluate systemic conditions that may impact the strategic operating environment for critical infrastructure systems; Contributing to the development of engineering solutions and risk mitigation strategies for national-level risks to critical infrastructure systems; AND Analyzing future risks and planning options as part of broader efforts to inform decision-makers.
You qualify for the GS- 14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Applying futures and strategic foresight methods to evaluate future technologies and policies; Reviewing, analyzing, and assessing data obtained from various sources to evaluate systemic conditions that may impact the strategic operating environment for critical infrastructure systems; Developing engineering solutions and risk mitigation strategies for national-level risks to critical infrastructure systems; Developing materials to convey future risks and planning options to decision-makers; AND Leading teams to create and/or update knowledge transfer products to support critical infrastructure stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
