What You Will Do:
Guidehouse is seeking a Technical Business Analyst who has experience successfully leading one or more software development projects for the Federal Government using agile practices. This individual will be responsible for leading software development/technical teams and projects, responsible for all aspects of the application including development and production support.
Responsibilities include:
- Oversees aspects of assigned projects and the software application development life cycle.
- Develop and manage project and project engagement from planning, communications, resources, change, risks, and issues.
- Collaborates with team members to meet project goals, complete tasks and achieve project milestones.
- Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.
- Identify and develop trusted adviser relationships with project and program stakeholders.
- Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus, and achieve objectives.
- Set and manage project and program expectations while delegating and managing deliverables with team members and stakeholders. Manage project scope and changes.
- Prepare project schedules, establish deadlines, assign tasks and responsibilities, allocate resources, and monitor and summarize the progress of projects in an iterative methodology environment.
- Prepare project management plans and documentation as appropriate.
- Prepare estimates and detailed project/sprint plans.
- Establish an understanding of business processes and elicit and refine requirements with stakeholders.
- Coach, mentor, motivate, and supervise project and program teams.
- Serve as a team scrum master.
- Ensures project activities are coordinated with government stakeholders through completion.
- Builds and maintains working relationships with team members, other teams and organizations, contractors, vendors, and others.
- Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices.
- Deliver appropriate and effective written and verbal executive-level communication with strong political acumen.
- Prepare and analyze status reports and metrics for upper management and prepare sprint reports as needed.
- Provide status reporting regarding project milestones, deliverables, dependencies, risks, and issues, communicating across leadership.
- Report on project success criteria results, metrics, test, and deployment management activities.
- Act as an internal quality control check for the project.
- Responsible for the successful completion of all project deliverables.
- Implements organization standards and best practices in project execution, and ensures projects are clearly documented and communicated to stakeholders.
- Support and continue to improve program practices, templates, tools, and partnerships to expand and mature these capabilities for the team.
What You Will Need:
- An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance
- Bachelor's Degree
- THREE (3) or more years of experience relevant to Information Technology or Project/Program Management or IT Implementation or Business Analyst
- Client-facing experience supporting federal clients
What Would Be Nice To Have:
- Project Management Institute's (PMI) Project Management Professional (PMP) or Agile Certified Practitioner (PMI-ACP)
- Scaled Agile Framework (SAFe) Certification
- Certified Scrum Master
- Experience managing multiple software development projects for the Federal Government.
- Experience working directly with the Department of State
- Experience with the Federal Budget Process and Foreign Assistance Funding
- Experience with Microsoft PowerApps and/or Microsoft Dynamics
- Exhibits leadership, coaching, and mentoring experience
- Possesses knowledge and expertise in the use of various delivery methodologies and has a clear understanding of change management techniques
- Experience in project management disciplines including organizing and prioritizing multiple tasks, building a functional team from scratch, and balancing the needs of multiple stakeholders
- The ability to remove blockers that are impeding the team and customer success
- Possesses leadership capabilities, team-centric skills, and strong solution orientation
- Seeks first to understand and then improve processes, relationships, and our software deliverables
- Good balance of urgency with long-term sustainability
- Ability to communicate at all levels with clarity, poise, maturity, and precision both written and verbally, including in external customer-facing situations
- Excellent problem-solving and critical thinking skills; balancing strategic alignment with the technology roadmap and emerging industry trends with practical delivery
- Experience with the following: User story development, Azure Boards or JIRA and Microsoft Office (Word, Excel, PowerPoint).
- Strong leadership, diplomatic and motivational skills including the ability to lead up, across, and down multiple business and technology organizations.
- Solid understanding of Agile methodologies & frameworks (SAFe, Scrum, Kanban). Experience with Agile software projects is a must.
- Extensive understanding of project and program management principles, methods, and techniques.
- Understand interdependencies between technology, operations, and business needs.
- Strong analytical, critical thinking, and problem-solving skills. Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.
- Excellent communication skills and strong customer service focus, delivering value to the business.
- Takes ownership of the team and personal responsibilities.
- Has keen attention to detail and is well-organized.
- Has initiative, is a self-starter, and is able to balance multiple and shifting priorities and deadlines.

The annual salary range for this position is $109,100.00-$163,700.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
