Data Analyst/Technical Program Consultant III with Security Clearance

Data Analyst/Technical Program Consultant III (5.1.2) Education: Bachelor's degree in data analytics or related field. Responsibilities: Tasks may include: * Interface daily with internal and external stakeholders, develop effective and concise narrative portions of strategy-related reports, presentations, talking points, and materials for review by senior leadership. * This position will develop and maintain scalable data pipelines for efficient data extraction, transformation, and loading (ETL) processes. Estimated frequency is three per month. * Collaborate with cross-functional teams to understand data requirements and ensure the integration of diverse data sources. Estimated quantity is three per month. * Design and implement data models, ensuring data accuracy, consistency, and integrity. Estimated quantity is three per month. * Optimize database systems for performance and scalability. Estimated quantity is three per month. * Apply advanced statistical and machine learning techniques to analyze complex datasets and extract meaningful insights. Estimated quantity is two per month. * Develop predictive models and algorithms to support data-driven decision-making. Estimated quantity is two per month. * Conduct exploratory data analysis and hypothesis testing to uncover patterns and trends. Estimated quantity is three per month. * Collaborate with domain experts to translate business questions into analytical solutions. * Estimated frequency is four times per week. * include the USD(I&S), Secretary of Defense, DNI, and other USG senior leaders. * Coordinate policy staff actions across the DoD and Intelligence Community. This is a daily task. Estimated quantity is five actions per week per assigned portfolio. * Coordinate Secretary of Defense and USD(I&S) issuances in accordance with OUSD(I&S) standard operating procedures outlined in DoDI 5025.01, including coordinating with other DoD elements as appropriate. * Evaluate OUSD(I&S) policy documents and issuances to ensure they fulfill Defense Intelligence, CI, security, intelligence-related, and law enforcement needs for policy guidance and conform to established Office of Secretary of Defense standards. * Evaluate policy documents and issuances from other DoD components to ensure they appropriately reflect Defense Intelligence, CI, security, law enforcement, intelligence-related, and law enforcement equities. * Ensure IC policies are reviewed by the OUSD(I&S) staff and other DoD components with equities in the policy. This is a daily activity. * Identify and resolve problems that arise during issuance development process; evaluate alternatives; provide recommendations for solutions to OUSD(I&S) Primary and Alternate Policy Focal Points; and give presentations and briefings. Required Skills: * Minimum of 6 years of proficiency in data visualization, statistical analysis, machine learning, and other advanced data analytics tools to extract meaningful insights from complex datasets. * Experience with data analytic tools (Python, R, VBA, Java, etc.), machine learning (ML) and natural language processing (NLP) tools is preferred * Due to the sensitive nature of military technology data, the analyst must have experience adhering to strict security protocols and data handling procedures. Clearance: TS/SCI Clearance Required.
