Duties and Responsibilities:

  1. Leads Division operational and tactical planning for information technology and instructional technology. This includes fostering innovation, planning projects, and organizing and negotiating the allocation of resources.
  2. Directs the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, telephone systems, PCs, operating systems, hardware, software, and peripherals.
  3. Supports STCC Information System policies, directives, and guidelines.
  4. Provides on-site, directed support from STCC Information Systems to all College campus sites.
  5. Benchmarks, analyzes reports on, and makes recommendations for the improvement and growth of the IT infrastructure and IT systems.
  6. Oversight of the provision of end-user services, including help desk and technical support services.
  7. Works with stakeholders to define business and systems requirements for new technology or instructional technology implementations.
  8. Directs and conducts research on potential technology solutions in support of technology-related service procurement efforts.
  9. Keeps current with the latest technologies related to desktop support, local area networks, local security administration, office productivity applications, campus server support, instructional technology, and virus and intrusion detection.
  10. Manages financial aspects of the Division, including budget development and implementation, purchasing, and budget review.
  11. Develops business case justifications and cost/benefit analyses for Division spending and initiatives.
  12. Develops and implements all Division policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, service provision, and instructional technology.
  13. Negotiates and administers vendor, outsourcer, and consultant contracts and service agreements with appropriate STCC Information Systems oversight.
  14. Practices asset management for Division hardware, software, furniture, and equipment.
  15. Directs Division staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
  16. Establishes and maintains regular written and in-person communications with the other Executive Leadership Team members, Directors, Deans, department heads, program coordinators, and end users regarding pertinent Division activities.
  17. Adheres to directives and policies established by the LCTCS and the college.
  18. Initiates personnel actions such as hiring, coaching, developing, evaluating, and disciplining. Prepares work schedules; assigns or delegates responsibilities. Monitors payroll and time sheets. Sets deadlines to ensure completion of the Information Technology functions.
  19. Responsible for planning, controlling, communicating, and implementing procedures and processes for the overall efficient operations of the department or division.
  20. Other duties as deemed necessary.

Required Education: Bachelor's degree in computer science, information systems, or related field.

Required Experience:

  1. Five years of high-level IT management experience in higher education or related field.
  2. Experience developing strategic technology plans and multi-year financial plans.
  3. Five years of high-level Cyber Security management experience.
  4. Five years of high-level management experience of Network and Database creation and migration.

Required Knowledge, Skills and Abilities:

  1. Strong leadership and management skills.
  2. Proven ability to implement and train on software processes.
  3. Proven skills in project management.
  4. Advanced knowledge in utilizing the Internet and various social media as a communication tool.
  5. Ability to safeguard sensitive and confidential information from intentional or unintentional disclosure.
  6. Proven ability to present a positive image for the College, maintain a professional demeanor, provide effective customer service, and make good decisions.
  7. Skills in recruiting, training, and managing employees, teams, and volunteers.
  8. Ability to communicate clearly and effectively, both orally and written, at all levels.
  9. Ability to make independent decisions that demonstrate good judgment.
  10. Leadership and management skills to lead a staff, potentially operating on a rotating schedule in multiple locations.
  11. Proficiency in the use of standard office equipment and networked personal computers.
  12. Proficiency in or ability to become proficient in a variety of software, including but not limited to Microsoft Office.
  13. Oral and written communication skills.
  14. Ability to perform basic mathematical computations needed to complete job tasks.
  15. Skilled at planning, organizing, and prioritizing job duties to meet deadlines.
  16. Maintaining interpersonal professional working relationships at all levels – students, peers, and Executives.

Required Licenses or Certifications:

Preferred Education: Master's degree in computer science, information systems, or related field.
