The Associate Vice President (AVP) of Institutional Effectiveness (IE), reporting to the Vice President of Academic Affairs, leads the integration and implementation of strategic initiatives at Glendale Community College (GCC). The AVP plays a key role in driving institutional transformation by leveraging data to support organizational change.
The AVP of Institutional Effectiveness will be one of the college's key thought leaders in developing and supporting institution-wide initiatives to promote the college's Vision to provide quality learning experiences for all in the community. The position will lead efforts to create and sustain an accountable, well-planned, and transparent environment for institutional continuous improvement, accreditation, and effectiveness.
The AVP of Institutional Effectiveness leads the identification, collection, analysis, interpretation, dissemination, and reporting of accurate and accessible data to support data-driven decision-making across key college functions. These include strategic institutional and academic program planning, administrative and curriculum program reviews, assessment and evaluation, accreditation, student learning outcomes, and other areas of institutional effectiveness.
This position is responsible for applying advanced knowledge of planning principles, institutional research methodologies, and best practices of outcomes assessment to promote sound change management and institutional advancement.
To effectively support students, the department, and the college, this position requires a physical presence on campus, supervising a team and managing the departmental budget.
Essential Functions
30% Strategic Planning
- Collaborate with senior leadership to set overall priorities and objectives for the college
- Develop, implement and maintain a system for institutional strategic planning
- Lead and manage the college-wide multi-year and annual strategic planning process in collaboration with college stakeholders
- Research, develop and present data relevant to comprehensive institutional planning, including basic institutional data, enrollment projections and regional employment trends to senior leaders and college stakeholders
- Review, analyze, and report data on metrics of student success, program analysis, assessment/evaluation of student learning, and grant initiatives
- Create standard report templates/queries, dashboards, and other graphics to easily visualize data to provide timely, accurate and consistent information for accountability mandates, accreditation reports, grants, publications, and key performance indicators for continuous quality improvement
- Lead initiatives focused on improving departmental performance, implementing process improvement techniques, and driving organizational change
- Engages with institutional stakeholders to leverage institutional research to inform and consult on strategic needs, interests, and operational execution goals
- Ensure college compliance with all accreditation requirements and reporting established by the federal and state governments and regional accrediting bodies
- With the college's Accreditation Liaison Officer (ALO), direct efforts related to reaffirmation of accreditation, reporting substantive changes, monitor and guide policies and procedures to ensure college processes related to regional accreditation are current and accurate
- Provide internal project management coordination with all departments of the college
- Facilitate senior leadership decision-making through the examination of college success metrics and strategic planning activities
- Develop and implement an annual plan for institutional effectiveness efforts activities
- Engage in professional development to maintain professional knowledge, stay current with technology and trends in educational assessment, and continuously improve institutional research services
- Collaborate with college stakeholder groups to execute shared governance principles as a commitment to transparency in institutional effectiveness initiatives
- Provide supervision and oversight for institutional effectiveness staff and departmental budget
Minimum Qualifications
Minimum Qualifications for Student Affairs or non-academic pathway: Master's Degree from a regionally accredited institution in education or field related to area of assignment and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed for Non Academic area.

Minimum Qualifications for Academic pathway: Master's Degree in a teaching field related to area(s) of assignment and four years of experience in an academic leadership and/or supervisory role in higher education and three years of teaching that includes curriculum/coursework development. Examples of academic leadership/supervisory experience includes: division/department chair, project management, policy development, administration, evaluation and compliance, committee leadership, program director, and shared governance. No equivalency.
Desired Qualifications
A. Doctoral degree from an accredited institution of higher learning in a field related to: research, statistics, strategic planning, organizational leadership, or educational leadership
B. Four or more years of leadership experience, with progressively responsible roles in institutional effectiveness or related areas
C. Three or more years of experience developing and improving outcomes in a community college setting
D. Three or more years of experience leading large (division-wide or institutional-wide) initiatives and directing the development of successful strategic planning activities
E. Evidence of communication and presentation skills, with the ability to explain use of data and data analysis to multiple stakeholder groups
F. Proficiency with institutional research computer software programs such as data statistical analysis (e.g. SAS, SPSS, R, Stata), or data programming languages (e.g. MySQL, SQL, Python, JavaScript, C or C++) or data visualization programs (e.g. Tableau, Power BI, Qlink), or MS Office programs (e.g. Word, Excel, Access) or Google Suite tools (e.g. Docs, Slides, Sheets, Sites)
Special Working Conditions

- Travel to campus during interview/selection process will be at candidate's own expense
- Will be required to travel or be assigned to all MCCCD locations
- May require numerous evenings or weekends
