Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Training and Development in the following division: Distance Learning Center, Harpers Ferry, WV. Responsibilities This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) with promotion potential to $181,216.00, (GS-14 Step 10). Major Duties include: Directing, implementing, coordinating, and overseeing a wide variety of sophisticated management information systems that focus on long- and short-range plans, policies, and programs to include training and development initiatives, human resources, budgets, requests and decisions as a Supervisory Management and Program Analyst. Directing and planning work, setting and adjusting priorities, preparing work schedules, determining resource requirements, recommending awards, approving leave, appraising subordinate workers' performance, and holding employees responsible for satisfactory completion of work assignments. Planning, developing, conducting, coordinating, or participating in planning management and special studies along with providing technical assistance and support to senior leadership and staff in all matters relating to the daily execution of operations and training programs, to include the validation of training records and representing upper-management in DHS training meetings. Reviewing higher headquarters guidance and providing expert analytical support and advice on problem definition, planning and execution methodologies, polices, and procedures. Coordinating the establishment and accomplishment of unit goals, priorities, and deadlines including reviewing completed work and preparing and/or reviewing all proposed submissions for substance, conformance, and completeness. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and participating in special studies, the administration of an enterprise system, customer support and the validation of data and records. Providing advice, guidance, implementation, coordination, and direction on a range of administrative functions and operational issues, policies, procedures, and directives. Identifying requirements and initiating requests for additional resources including personnel, equipment, supplies, and the support to ensure success in meeting goals and objectives. Providing advice to senior supervisors on significant issues and problems related to work accomplishments and goals. Developing, supporting and evaluating systems and policies in assigned program areas, taking necessary actions to achieve organizational objectives, security and privacy requirements, and recommending program improvements for the future. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/03/2024. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed second level Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 4-weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
